This Health Technician position provides a multi-disciplinary approach to a fully coordinated continuum of care for patients assigned. This includes a variety of laboratory, clinical, and administrative work in support of the CBOC.

Duties

Duties include but are not limited to: Prepare solutions, stains, reagents and media required to conduct test/examinations, according to manufacturer's specifications. Interpret and evaluate results of test/examinations in process and upon completion to recognize reactions and departures from the expected normal values. Perform preventative maintenance, periodic inspections and testing of equipment and instruments, and documents/maintains instruments records as required. Process specimens for specified testing for shipment to the Tucson SAVAHCS Laboratory. Perform such related tasks as labeling and cleaning equipment, glassware, and instruments. Maintain and control laboratory records. Maintain comprehensive records of written and practical quality control measures to monitor all systems/processes for significant change that could indicate discrepancies or control of results. Perform work in the testing and examination procedures carried out in the laboratory. Centrifuges blood for preparation in sending specimens to Tucson SAVAHCS and puts appropriate specimens on ice for storing and shipping. Recognize when either specimen preparation or equipment and instrumentation settings might invalidate the results. Assist with routine patient care activities including obtaining vital signs, EKGs, clinical reminders and other procedures as requested by the provider. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: One year of specialized experience equivalent to the GS-04 grade level in the Federal Service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position at the GS-05 grade level. This experience must have been equivalent to at least the GS-04 grade level in Federal Service. Examples of Specialized Experience includes but is not limited to: experience performing a wide range of clinical laboratory tests and examinations to assist in clinical diagnosis, patient screening, patient therapy, and monitoring; maintaining and controlling laboratory records; AND performing work in the testing and examination procedures carried out in the laboratory. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 4 years course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree and is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. To compute your qualifications under this provision, first determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total must equal at least 100%. You will be rated on the following Competencies for this position: ClericalSpecimen CollectionTechnology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
