The incumbent will function as a member of the Public Contact Team, located in the Veterans Service Center, and is the focal point at the station level of the VBA's efforts to assist homeless veterans. Assisting with a wide array of special programs and initiatives specifically designed to help homeless veterans live as self-sufficiently and independently as possible.

Duties

Major Duties: Knowledge and skill to read, interpret, and explain complex technical material to include pertinent complex technical material to include pertinent laws, rules, regulations, forms, medical records, claim decision, programs and procedures concerning benefits administered by Department of Veterans Affairs as well as general knowledge of benefit services available through other state and federal agencies, etc. Ability to express ideas and facts to individuals and groups in an effective manner. This includes courteously interviewing or questioning people to obtain information, solving problems, and persuading them to accept facts or situations; while taking into account the receiving audience and the technical, sensitive, or controversial level of the information being communicated. Skill in writing factual reports and inquiry responses, including analysis and recommendations, to include writing letters, which are clear, concise, organized in proper format, and understandable by the audience for which they are intended. Skill in establishing and maintaining effective working relationships with community based organizations which provide services and programs to the homeless. A good working knowledge of the VBA Homeless Veterans Program. Work Schedule: 8:00am-4:30pm, This position is Telework eligible. Position Description Title/PD#: Legal Administrative Specialist (HVOC)/PD41793-A Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-10 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: -Experience in the development, examination, investigation, adjudication, and authorization of claims for disability compensation, disability pension, death compensation, death pension benefits, or life insurance benefits. -Assisting people in establishing entitlement and receiving benefits and interpreting program requirements of federal, state, local or community assistance services and programs. -Performing work concerned with the administration and operation of benefit programs based on the needs of people (i.e. homeless, disabled, social insurance needs, etc.) -Interpreting programs before the general public or groups of people to include preparing training materials, administering regulations, principles, operating requirements, etc. -Work that involves supervising or performing administrative work concerning benefits, claims or services available to the public. OR Applicants may substitute education for the experience required for the GS-09 level. or qualify based on education for this grade level you must have successfully completed a Masters, plus one half year of progressively higher graduate education; or 2 and half years of progressively higher graduate education Transcripts (official or unofficial) must be submitted when using any part of education to qualify. OR Applicants may also combine education and experience to qualify at the GS-10 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
