DCSA's CI Division is seeking a Senior CI Referent to enhance information sharing among CI and Adjudication Vetting Services (AVS). Work with AVS, and CI Field Operations to identify signs for CI integration, collaboration, support, communicate, develop processes to identify and coordinate potential CI indicators/anomalies with AVS. Duties
As a INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:
:- Advises the Assistant Director, CI, all aspects of program areas under this position's responsibility. Plans, directs, controls, and evaluates the operations of the assigned program areas. Develops short- and long-range plans in connection with projected changes in functions and programs.
- Represents DCSA Office of CI, Operations Division, in daily internal and external meetings, concerning operational discussions to identify and resolve CI threats and vulnerabilities to the trusted workforce.
- Leads the drafting and coordination of the agency's internal CI policies, standard operating procedures, and strategic planning documents for CI integration in support of the DCSA Personnel Security Directorate.
- Serves as the senior CI expert and referent on all external CI policy and regulation working groups regarding CI support to personnel security programs and ensures all external regulations are coordinated and staffed appropriately for decision makers and executors throughout the CI Directorate.
- Leads internal DCSA Office of CI, Operations Division collaboration and coordination to ensure CI support to PS is executed within the appropriate standards and policies.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized Experience is defined as broad exposure to and knowledge of technical and operational issues relating to CI and be familiar with security, information security and assurance, critical infrastructure protection and risk management as they relate to the DoD and its Components. Also, the ability to successfully coordinate and implement policy and policy guidance and have a working knowledge of the concepts of strategic CI functions of: investigations, operations, collections, production and functional services as well as the missions of counterintelligence activities as they support research and technology protection, infrastructure protection and counterespionage.
Specifically you will be evaluated on the following competencies:
Counterintelligence -Apply knowledge of the Counterintelligence Functional Services categories, to include support to arms control/treaties; briefings, debriefings and reporting; research and analysis; and inquires.
Collection Operations-Develops and demonstrates operational knowledge of capabilities and accesses of the collection disciplines, strengths and weaknesses of specific technical sensors/platforms, and human sources in area of responsibility. Executes collection using appropriate collection strategies and within the priorities established through the collection management process.
Planning and Evaluating -Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes
