This position is located in the Facility Management Service Line-Engineering Service, within the New York Harbor Healthcare System VA Medical Center and performs a full range of Interior Designer duties, including designing building interior design environments to promote productivity, cultural transformation, and/or health and welfare of employees, patients and the public.

Duties

MAJOR DUTIES AND RESPONSIBILITIES Serves as an Interior Design Consultant for all Services within the Medical Center to include Medical Center Leadership, receiving assignments for specific tasks or projects. Incumbent will research and/or analyze problems, issues, or program requirements and research and/or analyze unstable or complex program issues. Incumbent serves on local, VISN and national committees relating to interior design to include areas of: Develops a continuing Interior Design Program for all areas of the Medical Center. This includes planning for refurbishing, painting, wall coverings, floor coverings, window treatments, cubicle curtains, interior and exterior signage and any accessories, and the coordination of interior finishes for construction projects. Conducts Interior Design services for special projects/events/responses, such as but not limited to a pandemic response, dignitary guest visits, and ceremonial events. Conducts systematic evaluations of program aspects to assure requirements and standards of the Department of Veterans Affairs are followed. Develops and maintains a comprehensive resource library of interior design literature (In electronic form where possible). Develops and maintains a systematic record of all Interior Design projects. This may include before and after color pictures of areas, and itemized list of all materials used with sources and prices. - Prepares and maintains Interior Design budget in all three appropriations. Independently designs and develops written specifications and drawings for projects to include the location of furniture, utility/data line outlets. Performs other duties as assigned. SUPERVISORY DUTIES Incumbent is responsible for one full-time Interior Designer and one (1) Program Support Assistant and (4) Laborers. The supervisor must distribute and balance the workload among employees in accordance with established workflow or job specialization. Make day-to-day adjustments in accordance with established priorities, and obtain assistance from the Facility Planner on problems that may arise, such as backlogs which cannot be disposed of promptly. Incumbent keeps Leadership informed on expected time of work completion. Maintains records of work accomplishments and time expended and prepare production reports as requested. Instruct employees in specific tasks and job techniques and make available written instructions, reference materials and supplies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. Time-In-Grade Requirement: For a GS-12 position you must have served 52 weeks at the GS-11 or equivalent. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 or equivalent in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the full range of concepts, principles, and practices of interior design in relation to the planning, design, specification, renovation, and construction of facilities interiors to enhance equality of the Interior environment and protect the health, safety and welfare of the occupants, and the arrangement and procurement of associated furnishing. Knowledge of a variety of methods, techniques, and materials used in architectural and interior design needs for the facility, including construction knowledge and skill to prepare the necessary scaled architectural floor plans, space layouts, reflected ceiling plans, finish plans, working drawings, specifications, detailed drawings for custom work and furniture fabrication. Knowledge of scaled floor plans and symbols used therein, both for interpreting and for producing accurate drawings. Skill to utilize various forms of computer hardware and software to accomplish assigned tasks, computer applications may include computer-aided design and drafting such as AUTOCAD architectural software, technical design/evaluation software, word processing, spreadsheets, database management and other approaches to making, evaluating, and documenting design decisions and producing design documents. Knowledge of ergonomics as it relates to product, workstation design, and productivity in the workplace and employee accommodation issues. Knowledge of building systems and construction techniques to understand the limitations imposed on space design. Familiarity with the disciplines of architecture, electrical, mechanical, structural engineering, and facility management to provide for the coordination of interior design work and provide for necessary modification or other requirements in the meeting of project objectives. Knowledge of the aesthetical values of interior furnishings, materials, colors including related maintenance and durability requirements, fore codes and procurement procedures, and the safety and environmental effects of these components. Ability to formulate and express ideas and results of studies to technical situations both orally and in writing. Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. You will be rated on the following Competencies for this position: Administration and ManagementDesignFinancial ManagementLeadershipProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work will require long periods of sitting, standing, or walking. The work involves carrying heavy catalogs, books of samples, etc, occasionally up to 25 pounds. A small amount of bending, stooping and lifting is involved. Generally, the work is performed in an office setting observing normal safety precautions. In some instances, it is necessary to be in various medical settings or construction sites for inspections. Personal protective equipment such as hard hats and earplugs may be required to be worn as necessary.
