The purpose of this position is to perform a wide variety of procedural, technical and administrative work in support of contract specialists, officers and administrators. The work typically involves a variety of contract types such as fixed price, task orders, blanket purchase agreements, and basic ordering agreements.

Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Major Duties and Responsibilities: The incumbent performs a full range of administrative functions ensuring that the daily procurement operations of the service are carried out as efficiently and effectively as possible. The incumbent provides technical support and assistance to contracting personnel. The incumbent works within established policies and procedures to complete a wide variety of administrative tasks (e.g., constructing new contract files, reconstructing incomplete contract files, reviewing contract files for completeness against established indexes and checklists, etc.). The incumbent maintains the electronic files in Prosthetic data base ,including the scanning of all required documents Performs procurement and contract support functions. Processes invoices, monitors contract delivery schedules, assures correct shipping instructions, schedules post-award orientation conferences, and/or assists in maintenance of the official file. Investigates customer or vendor complaints of errors in shipment, payment, and/or contract documentation and takes actions following standard procedures and guides to resolve problems. Performs data entry and generates reports of various types that support the award and administration of contracts. Recommends payment or nonpayment of contracting invoices based on evaluation of contractors' progress and initiating paperwork process once final payment has been made under a contract, the incumbent coordinates the closeout process, including all associated records and paperwork. Work Schedule: Monday -Friday 8:00am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience : Specialized Experience GS- 05: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill sufficient to independently perform numerous tasks and assignments to completion, simultaneously, Knowledge of the organization's programs and technical requirements sufficient to plan and carry out a procurement program and to advise technical representatives in procurement planning and preparation of statements for work Specialized Experience GS- 06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization, Knowledge and skill to perform standard mathematical calculations, Knowledge in customer service techniques and communication skills, Knowledge and skill sufficient to independently perform numerous tasks and assignments to completion, simultaneously, Ability to communicate effectively orally and in writing in order to prepare requisitioning documents and correspondence. Specialized Experience GS- 07:You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the organization's programs and technical requirements sufficient to plan and carry out a procurement program and to advise technical representatives in procurement planning and preparation of statements for work., Knowledge of VA and Federal Procurement Regulations as they apply to contract solicitation and administration and the ability to apply them in situations lacking precedent (i.e., knowledge of supporting documentation for modifications, amendments and abnormal situations) and Knowledge of service type contracts, sole source contracts, small purchase procedures, requests for quotations and requests for proposals. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary but may require some physical effort such as standing, walking, bending, or sitting. There are no special physical demands. Work is-performed in an office setting which has adequate heat, light, and ventilation.
