The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over the Flight Operations Policy and Standards Division. Serves as Supervisor and Staff Specialist conducting staff assignment functions commiserate with HQ Air Force (HAF) responsibilities for managing aviation programs.

Duties

Plans, organizes, and directs the activities of HQ Level Organization/Division and ensures compliance with legal and regulatory requirements. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents HQ Level Organization/Division with a variety of Federal and international government, commercial and functional area organizations. Serves as instructor/evaluator pilot subject matter expert to the USAF in formulating, interpreting and executing worldwide aeronautical programs, policy and guidance. Prepares and delivers oral/written presentations such as briefings, training sessions, consultations, and strategy sessions with FAA, ICAO, DoD, and USAF agencies to secure cooperation, resolve controversial issues, and complex data/information relative to ongoing developments in global flight operations.

  • Completion of DoD Undergraduate Pilot Training and Instructor Pilot course, or civilian equivalent (i.e., FAA license and Certified Flight Instructor-Instrument), is required.
  • Knowledge of military, Federal Aviation Administration, and International Civil Aviation Organization flying regulations and operating procedures: and working knowledge of instrument flying procedures, equipment and technology is highly desirable.
  • Must be able to obtain and maintain a Top-Secret clearance.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Aircraft Operation Series 2181. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all grade levels and specializations, candidates must possess a current Commercial Pilot Certificate or the appropriate military rating; both meet the intent of the requirement. For flight instructor positions, the FAA Flight Instructor Certificate or the military equivalent rating is also required. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: In-Depth experience with Air Force flight standards and ability to provide policy and standards at an Air Force level. Advanced knowledge of instructor/evaluator flight operations and ability to provide oversight and flight expertise in the development of policies and procedures in emerging aviation technology. Experience in worldwide aeronautical functions, operations, policies and concepts to include ICAO Standards and FAA regulatory and procedural guidance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional instructor/evaluator pilot knowledge of worldwide aeronautical functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialized aeronautical work performed in the subordinate organizations. 2. Professional instructor/evaluator pilot knowledge of ICAO Standards and Recommended Practices, FAA regulatory and procedural guidance (Orders, Advisory Circulars, etc.), commercial aeronautical functions, operations, policies, procedures, and practices and the concepts, theories, and practices with regards to global flight operations. 3. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. 4. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet aviation program requirements and objectives within available resources. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
