This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel work closely with its industry, academia, and military.
Duties
Plans, advises, prepares, and releases information on PEO STRI programs and functions to the general public, specialized audiences, internal audiences, the local, regional, national, and international news media, and technical publications.
Prepares, solicits, reviews, and approves public release of official information in accordance with strategy, PEO direction, Army regulations, and operational security procedures.
Works directly with Project Managers to improve communication with industry and media regarding acquisition objectives and events.
Advises the PEO and senior staff at PEO STRI on communications issues with the local, regional, national, and international news media, and local, state community leaders.
Directs and prepares interviewees for interview and controls interview process with media representatives.
Establishes, meets with, and maintains relations with the news media to enlist cooperation in providing timely, accurate information regarding PEO STRI's mission and programs.
Liaison to higher headquarters on public affairs/media relations/protocol matters to include overseeing responses for the PEO and senior staff on public affairs suspense and queries.
Plans and implements a PEO Congressional Affairs strategy intended to inform and educate Members of Congress and their staffs on PEO STRI technology, programs and procedures.
Serves as the PEO-designated liaison to non-federal entity community organizations such as the Combined Professional Associations Group and the Association of the United States Army (AUSA) Sunshine Chapter.
Leads the protocol office in planning, organizing and executing the protocol program to include technical demonstrations and distinguished visitor tours presented at PEO STRI.
Manages the full public affairs program to inform the public and workforce of personal accomplishments of PEO STRI military and civilian personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
- Appointment to this position is subject to a one-year probationary period due to ACQ DEMO DHA hiring authority requirements. While probationary the incumbent can be terminated with limited appeal rights.
- TDY Travel may occasionally be required- up to 10% of the time.

Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1.) Implementing policies, programs, procedures, and processes to assist organization in conducting its public affairs/media relations; 2.) Writing, editing, and presenting information on a wide variety of subjects using a vast array of written, visual and oral presentation formats, techniques, and media; 3.) Preparing, and releasing information on organization programs and functions to the general public, specialized audiences, and internal audiences; 4.) Establishing relationships with community leaders to communicate organization story and the impact of the organization within the local community.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-02 or GS-11).
This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
