About the Position: Located in a fast paced, high-profile office at a large medical treatment facility (MTF). Incumbent will independently manage the Health Insurance Portability and Accountability Act (HIPAA), Privacy Act (PA), and Civil Liberties Act (CLA) programs and ensure MTF compliance; will be considered subject matter expert for these programs.
Duties
Implement, evaluate, and maintain compliance with the Health Insurance Portability and Accountability Act (HIPAA), Privacy Act (PA), Civil Liberties Act (CLA), and Department of Defense (DoD) applicable regulations.
Provide expert advice, assistance, policy guidance, and staff advisory services regarding HIPAA, PA, CLA and personally identifiable information (PII)/protected health information (PHI) incident reporting and notification.
Develop policy and provide program oversight and compliance of all provisions of privacy-related Federal legislation and DoD regulations.
Manage projects in support of the development and continuous improvement of the HIPAA, PA, Freedom of Information Act (FOIA), and CLA.
Plan and evaluate work to be accomplished by subordinates
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required

Specialized Experience: One year of specialized experience which includes experience in a medical treatment facility environment: implementing, evaluating, and maintaining the Health Insurance Portability and Accountability Act (HIPAA) program and Privacy Act (PA) program compliance; advising and participating in the formulation and development of recommendations for guidelines, and policy/procedures; providing advice, assistance, and guidance regarding HIPAA and PA incident reporting; and providing privacy education, training, and/or consultation to staff and senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
