You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (STAFFING & CLASSIFICATION SPECIALIST) in the CORPORATE OPERATIONS DEPARTMENT, HUMAN RESOURCES DIVISION, STAFFING & CLASSIFICATION BRANCH of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10.

Duties

You will serve as a staffing and classification specialist for assigned customer(s); i.e. specific organization(s) within NSWC IHD. You will work with assigned assistants to ensure requests for personnel actions are submitted correctly with all necessary information, and will review Notifications of Personnel Action (SF-50s) for accuracy. You will advise hiring managers on pay-setting and make tentative job offers to selectees. You will advise customers of appropriate and available hiring authorities.

Qualifications

NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing advice and guidance regarding staffing, recruiting, or classification for an organization (i.e., hiring authority options, pay-setting, etc.). NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 (GS-5/8 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing staffing, recruiting, or classification assistance to support the processing of personnel actions. Education

If substituting/combining education with experience, per OPM Qualification Standards, the following applies:

FOR NT-04 LEVEL:

A) Successful completion of a Ph.D. or equivalent doctoral degree;

B) Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
