This position is located in the Department of Homeland Security, Office of the Immigration Detention Ombudsman (OIDO), Atlanta, Georgia, Phoenix, Arizona, San Antonio, Texas, and Washington, District of Columbia.
Duties
The primary purpose of this position is to serve as an Environmental Protection Specialist in the area of immigration detention facilities.
Duties performed:
Evaluating environmental program needs to ensure effectiveness and compliance with applicable laws.
Providing oversight of immigration detention facilities nationwide and recommending improvements to address operational concerns.
Advising the Division of Detention Oversight (DO) of federal, state, and local laws, policies, and standards regarding the environmental management of immigration detention facilities.
Qualifications
Minimum Qualifications:
To qualify for the GS-11:Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Assisting with inspections for multi-person facilities to ensure compliance with environmental laws and regulations; and
Providing support to stakeholders to facilitate organizational environmental compliance activities; and
Assisting with drafting environmental summaries.
OR Have successfully completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, from an accredited college or university that provided the knowledge skills, and abilities necessary to perform this work. Note: You must submit a copy of your college transcripts (unofficial or official) to support your claim.
OR A combination of specialized experience (less than one year) and graduate education (beyond 2 years of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. Note: You must submit a copy of your college transcripts (unofficial or official) and your resume must explicitly indicate how you meet the experience to support your claim.
To qualify for the GS-12: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Inspecting environmental conditions in multi-person facilities to ensure they meet State and Federal requirements; and
Making recommendations to ensure environmental conditions of facilities meet Federal, state, and local standards such as Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) standards; and
Writing reports detailing findings from facility inspections; and
Communicating environmental summaries and reports.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
