About the Position: This position is with the Resource Management Division , Budget Office located at Blanchfield Army Community Hospital at Fort Campbell, Kentucky. Expected hours of work are M-F 0730-1600. Applicants should expect to work in a somewhat fast-paced office environment with multiple analysts and travel personnel.

Duties
Conduct monthly review and analysis of department obligation rates, in order to determine sufficient funding to maintain mission requirements.
Identify possible shortfalls as early as possible, working with department personnel to develop a plan to correct deficits or providing assistance on appropriate preparation and submission for unfunded requirements.
Identify and investigate all burn rate fluctuations.
Monitor, analyze, and research contract, supply, travel, credit card and other expenditures versus fund availability to ensure sufficiency.
Study trends of funds utilization and determining reasons for variances.
Recommend alternatives to Chief of Budget Branch and departments to alleviate problems.
Conduct quarterly budget reviews with department chiefs.
Conduct daily Defense Travel System (DTS) authorization approvals, monthly reviews, and validation of open commitments.
Review and address/correct un-liquidated obligations, obligation errors, unmatched disbursements, and unmatched collections.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Management Certification: This is a Level 2 Certified position, per National Defense Authorization Act (NDAA) 2012, Public Law 112-81. Failure to obtain this certification within the required time may result in adverse action.
- Occasional TDY required - 5%.
- This is an inclement weather position. The incumbent is expected to make every attempt to report for duty on time and/or remain on duty during inclement weather conditions.
- Incumbent may be required to perform call duties; work overtime to include weekends and federal holidays, out of cycle, or unscheduled training or on an emergency basis.
- The work will require the incumbent to work evenings/nights; rotating shifts, extended hours or other schedules common to hospital operations.
- This position is designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes consolidating data for the formulation of an operating budget; distributing funds based on required resources; analyzing budgetary problems; and/or processing budgetary and accounting documents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, in an accredited college or university, which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; such as, Accounting, Finance or Budget. Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond one year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
