Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Civil Engineer. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Byron, California

Duties

Conduct data collection to include validation, data analyses, site location analyses, risk estimation, or instrumentation data analyses. Planning, designing, construction and maintenance of pipelines, pumping plants, water treatment plants and switchyard. Develop or manage project plans that outline the scope, schedule, or budget of assigned projects. Modify and/or utilize databases to maintain engineering data for operational and planning analyses. Plan and/or coordinate civil engineering facility inspections to identify deficiencies and/or policy compliance. Monitor the contract/agreement to ensure that they are carried out to completion as outlined in the contract/agreement. Physical Demands: The work regularly combines both office and field assignments. Field work requires physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds. Field assignments may also involve driving motor vehicles to work sites, some of which may be remote, and include overnight stays in remote locations. Working Conditions: The work involves regular and recurring exposure to moderate risks, discomforts, and unpleasantness such as: high noise levels, infectious materials, or toxic or irritating chemicals; travel in safety approved small aircraft and water craft; high winds and low or high temperatures; infestation of dangerous reptiles or poisonous plants, snakes, or insects; adverse weather conditions; noxious fumes; flammable liquids; or radiation. The work involves performing tasks in close proximity to rotating heavy mechanical and electrical machinery and may involve working within confined spaces for extensive periods of time. Special safety precautions such as protective clothing and gear are necessary. Safety precautions and protocols are observed at all times and the incumbent complies with safety instructions and regulations and ensures individual and others' safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor.

Qualifications

In order to qualify for this Civil Engineer, you must meet BOTH the Basic and Additional qualification requirements. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. BASIC QUALIFICATION REQUIREMENT for the 0810 series: A. Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts. -OR- B. Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit copies of your transcripts. -OR- C. Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts. -OR- D. Successfully completed a curriculum leading to a Bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: You must submit copies of your transcripts. -OR- E. Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination. -OR- F. Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration. To qualify for the GS-11: A. Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following as a professional engineer: (1) reviewing engineering designs for construction and future Operation, Maintenance and Replacement (OM&R) acceptability; (2) developing project schedules, budgets, budget implementation and tracking for large planning projects; (3)representing an organization in the coordination of OM&R activities with all project participants; (4) working with Contract Officer to implement and administer a variety of assigned contracts, including construction contracts, service contracts, and interagency agreements. -OR- B. Successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts. -OR- C. Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of two full years (36 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.) This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts. To qualify for the GS-12: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following as a professional engineer: (1) overseeing and coordinating construction management teams (construction control inspectors, materials testing technicians, surveyors, contract administrative personnel) for construction of civil structures and facilities; (2) performing project management of civil structures and facilities, through all five phases including initiating, planning, executing, monitoring and controlling, and closing; (3) balancing competing project constraints including scope, quality, schedule, budget, resources, and risk; (4) developing and maintain effective professional relationships with stakeholders and contractors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/04/2024.

Education

There is no substitution of education for experience at the GS-12 grade level of this announcement.
