The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.
Duties
Will be responsible for implementing a technology modernization strategy for the office and the IC.
Will also be responsible for leading a group handling innovative solutions, technologies; data and analytics; as well as governance and mission support.
Work closely with the Program Office leadership to implement the critical phases of a modernization technology multi-year effort.
Lead a professional staff in successfully defining and managing complex programs and projects.
Lead project teams to ensure project is completed on time, effectively apply team building and coaching techniques, and exchange project or technical information with team members and contractors at formal and informal meetings.
Develop analysis of program alternatives where appropriate throughout the lifecycle of modernization effort.
Manage and assess the status of assigned projects on a continuous basis, to include resource management and contractor support.
Develop and sustain partnerships with both internal and external working groups throughout the IC CFO and across the IC.
Qualifications
Mandatory Requirements:
At least four years of program or project management-related experience, which demonstrates proficiency in each of the following competencies: Attention to Detail; Customer Service; Oral Communication; and Problem Solving.
Bachelor's and/or Master's Degree in Computer Science, Engineering, Technical, Technology, Information Systems, Business, Project Management, Management, Mathematics- or 8-10 years related professional experience (Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.)
Extensive experience in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements.
Extensive ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Ability to multitask and change focus quickly as demands change.
Superior ability to develop effective professional and interpersonal relationships with peers and colleagues in the ODNI, the IC, or the USG, and to earn their confidence and trust to manage negotiations and consensus building.
Current PM level 1 and COTR level 1 certifications or the ability to obtain them within 12 months.
