Duties

About the Delivery and Network Processing Directorates: TheDelivery Operations team conducts various types of audits to evaluate and assess whether the USPS meets and executes its critical core functions effectively and efficiently to achieve on-time performance of last-mile delivery. Through our audits and evaluations, with the use of data analytics and risk modeling, we assess the efficiency of the Postal Service's delivery activities and operations, including prompt, reliable, and efficient mail and package shipping services to all Americans. The Network Processing team provides oversight on the efficiency and effectiveness of the over 300 USPS mail sorting facilities nationwide. About the Position: The Auditor role requires the individual to be highly motivated and experienced in conducting program and performance audits. The employee is to serve as a full-performance senior member of an audit team conducting systematic performance, financial, or attestation reviews and audits of USPS electric vehicle and requisite infrastructure programs and operations, including assessments of efficiency, adequacy of internal controls; compliance with laws, regulations, policies, and/or contracts; and detection of fraud, waste, and abuse. The employee is expected to be skilled in performing all necessary functions of an audit throughout the planning, fieldwork, and reporting phases, individually and as a member of an audit team, with limited oversight in accordance with USPS OIG policies and procedures and Generally Accepted Government Auditing Standards. A successful candidate will have relevant experience in: Functioning as a member in a high-performing team. Conducting audits in topic areas which are complex or in emerging fields. Designing audit plans, including helping identify objectives, risks, scopes, methodologies, fieldwork, data analysis, and project tasks that provide a clear path for developing convincing findings and actionable recommendations. Executing data collection efforts, ensuring that evidence collected is reliable, sufficient, relevant, and properly documented in the project work papers. Producing audit deliverables and documentation such as reports, findings, action plans, and workpapers to communicate information clearly, concisely, and accurately to internal and external stakeholders. Presenting oral briefings to management and other stakeholders, including communicating project status and results. Selecting and applying appropriate quantitative and qualitative analytical methods and tools to collect, arrange, process, and present data, develop conclusions; and make recommendations. Using critical thinking and audit and programmatic knowledge to identify risks; understand trends and developments; prioritize work; evaluate strengths and weaknesses of alternative solutions; develop novel approaches to problems; and reach insightful conclusions. Providing technical expertise, support, and guidance to auditors and other staff. Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. In-Office Requirement: The USPS OIG values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role. Compensation: The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Journey Band level, equivalent to a GS-11/12/13. The salary range for this position is $80,655.00 - $149,465.00. The salary figures include locality pay. Review OPM's website for 2024 locality information here. Requirements

  • Must be a U.S. citizen.
  • Must be able to pass a drug screening and medical assessment questionnaire.
  • Must be able to pass a background investigation.
  • Must be able to obtain and maintain a Moderate Background Investigation (MBI) clearance.
  • Must be able to obtain and maintain a government-issued credit card.
  • May be required to successfully complete a 12-month probationary period.

Qualifications

Please Note: This announcement is being advertised at the GS-13 level equivalent. The GS-13 level equivalent is distinguished from the GS-12 level equivalent by the demonstrated ability to lead audits and/or complex audit areas which require mastery level project management, critical thinking, and analytical problem-solving skills with minimal supervisory oversight. Complex audit areas are distinguished by the heightened prominence, scope, or sensitivity of the subject; the difficulties encountered in establishing facts; the need for meticulous execution; and/or the greater number of individual metrics to be considered. Makes meaningful and relevant recommendations and addresses all elements of a finding. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on10/02/2024 will be considered. MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Two to four (2-4) years of experience conducting program and/or performance audits in accordance with Generally Accepted Government Auditing Standards at an Office of Inspector General or similar audit organization to determine the efficiency and effectiveness of programs, functions, and operations. (Your resume must reflect where, when, and how you gained this experience.) Degree in auditing or in a related field (please see below list for related field degree list) such as business administration, finance, public administration, or accounting (must submit transcripts from an accredited college or university). OR A combination of education and experience - at least four (4) years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: a certificate as a Certified Internal Auditor (CIA) or a Certified Public Accountant (CPA), obtained through written examination; or completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. (Your resume must reflect where, when, and how you gained this experience.) Additional 0511 Related and Accepted Degrees: Business Related, including but not limited to: Auditing, Accounting, Business Administration, Economics, Finance, International Business, Management, Marketing, Organizational Behavior/Psychology, etc. Government Related, including but not limited to: Criminal Justice, Political Science, Public Administration, Public Policy, Law, Public Relations/Communications, etc. Technically Related, including but not limited to: Engineering, Cybersecurity, Human Resources, Information Technology, Journalism/Investigative Reporting, Logistics, Supply Chain Management, etc. DESIRABLE QUALIFICATIONS Advanced degree. Professional certification(s), i.e.: CPA, CIA, FSCM, CPIM, CFCM, CPCM, CISA, etc. EVALUATION FACTORS You must have the experience, knowledge, and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Mastery of a professional knowledge of the theories, practices, methods, and techniques of auditing sufficient to plan, conduct, and lead difficult assignments involving interfaces and inter-relationships between and among programs, functions, policies, and various issues. Demonstrated ability to conceive new approaches to existing programs; establish programs central to the mission of the agency; resolve problems of vital importance to the agency where there are conflicting economic and public interests; and resolve issues where governing laws and regulations are highly interpretive and/or precedents are non-existent, obscure, or conflicting. Demonstrated ability to select and use appropriate data analytics methods and tools applicable to large data sets to reach conclusions based on fact. Demonstrated ability to write communications that convey concise and comprehensive information on matters of a complex nature which are appropriate for the targeted audience and require minimal editing. Demonstrated ability to communicate verbally and deliver presentations to convey information and issues of a complex nature, incorporating information obtained through research.
