Facilities Management and Security Services Quality Assurance
The following are the duties of this position at the full working level.
Course Development and Delivery:
Ensures that all required training is developed and available to all FMSS Physical Security Personnel. Specific roles include development of course content based on regulatory and policy requirements or specific requests from field operations leadership.
Collaborates with the Employee Development Team (EDT) in the Security Analysis Office, IRS Office of Criminal Investigation (CI), Federal Law Enforcement Training Center (FLETC), and FMMS management officials involved in the security program to determine training needs and training availability.
Employee is responsible for ensuring that all FMSS Physical Security Specialists are provided with required training to include comprehensive training for new employees as well as required annual and periodic refresher training for current staff. Schedules instructor led training, training for instructors, and vendor provided (FPS, FLETC, and other) training.
Training Program Management:
Researches and analyzes various security topics, classes and course evaluations for leadership currency and applicability to the FMSS Security curriculum.
Collaborates with FMSS program managers, field operations leadership, and headquarter leadership on current and future training needs.
Reviews, analyzes and interprets IRS policy and Federal regulations to anticipate and plan for future training needs. Program management responsibilities also include planning, coordinating, and executing travel budget of ± $600,000 for in-person training attendance.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Experience applying physical security training concepts to IRS programs, missions, functions, and authorities to determine training needs for FMSS field operations in all business units and all applicable physical settings.
Experience using analytical and evaluative methods and techniques to address issues concerning the efficiency and effectiveness of program operations that facilitate the training of personnel emergency management policy, planning, preparedness, and response coordination.
Experience applying Federal statutes, Treasury and IRS policies, regulations, and precedents applicable to physical security programs and resources to ensure training of personnel provides for a coordinated Service response to emergency situations, activities, and concepts.
Experience also includes applying IRS Security mission concepts and practices to serve as the point of contact for the facility in determining training needs and communicating requirements for providing training.
Experience applying security mission and organizational functions sufficient to accurately assess customer needs and requirements and to evaluate the effectiveness of services provided.
Experience implementing the creation of or contracting for physical security training requirements to meet the needs of all IRS business units.
Experience applying oral and written techniques to prepare reports and documents, conduct and/or facilitate formal or informal meetings, to identify and resolve problems, and to formulate and articulate recommendations.
Experience includes applying Federal contracting, budgeting, and travel regulations, processes, and procedures sufficient to plan and implement the training program in accordance with applicable resources and control processes.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
