Duties
PRIMARY PURPOSE: To provide a command headquarters level senior program analyst applying Air Force Special Operations Forces (SOF) experience to plan, organize, and determine necessary policies, regulations, directives, doctrine and procedures for the development and execution of Major Command (MAJCOM) acquisition/ requirements strategies in support of on-going and future command acquisition programs through all phases of the acquisition life cycle.
Duties:
Performs analysis, formulates, and evaluates detailed plans, goals, and objectives for long-range implementation of defensive systems and Command, Control, Communications, Computers, and Intelligence (C4I) program(s).
Documents planning and programming decisions in appropriate formats to meet Air Force, AFSOC, USSOCOM, Department of the Navy, Department of Defense, and Major Command requirements.
Actively participates in strategic planning to improve organizational direction and focus, along with the development of plans, policies, and procedures for implementation of AF and SOF defensive systems and C4I equipment fielding.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Completion of RQM 110 is highly desirable but must be completed within 6 months of appointment to the position.
- Previous special tactics or rated/non-rated operational aircrew experience involving AF SOF weapon systems is desirable when recruiting for this position.
- May be required to travel by military or commercial aircraft in the performance of assigned duties.
Qualifications
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command level plans, programs, and requirements for participating in or conducting major operations such as war, airland and airdrop operations, deployment, mobilization, PPBES, acquisition, special operations, exercise, rescue, contingency, training, or similar operations; expert knowledge of special operations, USSOCOM and Agency's mobility fleet and joint air/ground communications interfaces, missions, command structure, programs, organizational relationships, program goals and objectives, special operations aircraft electronic warfare systems and EW threats, C4I systems and processes, special operations tactics and aircraft systems and requirements processes, policies and procedures; knowledge of the requirements regulations and associated instructions, that address the development of initial capabilities documents (ICD), capability development documents (CDD), and capabilities production documents (CPD); comprehensive knowledge of acquisition and test concepts, principles, procedures, and policies, goals and objectives, the sequence and timing of key program events and milestones, methods of evaluating the effectiveness of test strategy as related to actual events through continuous appraisal, and Agency doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTmLPF) and their impact on implementing solutions to requirements that follow Agency, OSD, and joint planning documents and guidance; extensive knowledge of DoD, USSOCOM, command structure, missions, programs, organizational relationships and program goals that govern, interface with, and/or influence the systems integrated life cycle management and the various command entities involved in overall planning and execution of operations and evaluations; extensive knowledge of DoD, Agency, and USSOCOM Major Defense Acquisition program requirements, test and evaluation master plans, and budgeting processes; and mastery of assigned air defensive systems, C4I capabilities, employment concepts, current and planned upgrades, Aircraft Survivability and Situational Awareness systems, real-time intelligence efforts, and threats to SOF aviation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercise, rescue, foreign military sales, PPBS, acquisition, contracting, special operations, or similar operations.
In-depth knowledge of agency and command program goals and objectives; including the planning and execution of military operations and evaluations; is highly desirable. Extensive knowledge of agency planning, programming, budgeting, and execution system actions; services requirements (contracts) process; modifications/acquisition programs; science and technology; programming actions; manpower and organization; contracting; financial management; policy, doctrine, mission area plans, force structure and Operational Test and Evaluation (OT&E).
Ability to research, study and advise on Air Force special operations aircraft, programs, missions, and requirements in support of unit or staff assignments within Air Force or a Joint Operations environment, in the area of Mobility and Logistics Plans and Programs, Communications and Information, Operations, Intelligence, or deployment on contingency operations.
Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe problems/issues of effectiveness and efficiency of work operations in a major command relating to military operational and contingency areas.
Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established requirements, concepts and procedures.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
