Duties

WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Operations Mid-Atlantic The following are the duties of this position at the full working level. Plans, develops, coordinates, and implements physical security projects characterized by extreme complexity as well as broad in scope to ensure physical layout and build-outs of new space or alterations of current space meet required security policies and standards. Provides authoritative advice and guidance on budgetary requirements for security equipment, systems, and space alterations necessitated by security considerations. Develops creative new approaches to resolve problems when resources, space, or funding is not available or extremely limited. Conducts risk assessments of IRS level 4 offices/sites/facilities with multi-restricted areas and computer rooms including performing in-depth analysis to determine if they are vulnerable, to identify threats against them, and to identify physical security controls needed to meet required physical security policies and standards. Performs first responder functions, Incident Management, and other critical operational and emergency planning duties. Incumbent would be required to have access to sensitive and classified security information from various government and law enforcement intelligent sources. Incumbent would be required to participate in classified conferences and meetings, and development of classified documents. Conducts compliance security reviews to evaluate the effectiveness of the IRS physical security program at level 4 offices with multi-restricted areas and computer rooms and to ensure business units are in compliance with security policies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: Specialized Experience GS 12: To be eligible for this position at this grade level, you must meet the requirements below. At least one (1) year of specialized experience equivalent to the GS-11 level. Qualifying experience is experience that demonstrated a comprehensive knowledge of physical security concepts, policies, standards and procedures in order to complete physical security projects. This knowledge is generally demonstrated by assignments where you review draft national security policies and standards, manage physical security programs and systems, (includes identification media, intrusion detection and alarm systems); provide technical assistance to managers, employees and coworkers to ensure security measures are met and to resolve security issues; prepare written reports of findings from risk assessments, compliance security reviews and site surveys; and provide advice and guidance on budgetary requirements for security equipment and systems. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
