About the Position: Incumbent will serve as the Operations Project Manager responsible for planning, coordinating, and directing the execution of activities at 5 - 8 multiple use water resource projects.
Duties
Directs the development of the Operational Management Plans (OMP) for management of the projects natural resources, operation and management of park and recreational facilities, and the maintenance of all facilities.
Develops the operation and maintenance plans for all project facilities and flood control structures, public use areas, and natural resources.
Responsible for developing plans, budgeting and directing all range, fish, and wildlife management, outgrant management, archaeological and cultural resource management, insect, rodent, pollution, and erosion control.
Serves as principle Corps representative dealing with all local, State, and Federal agencies throughout the project area, in public meetings, information exchange groups, courts, and media on matters affecting the project/area.
Manages the project lakeshore, with approval authority for private exclusive use of facilities such as floating structures, water and electrical lines, steps, walkways, and other improvements.
Exercises delegated authority for planning, construction, maintenance and operational activities of the project.
Responsible for the preparation of multi-million dollar combined annual budget, obligations and expenditures schedules, and cost estimates.
Makes decisions considering public relations, labor-management relations, established policy, and effect on other organizations.

Basic Requirement for Operations Project Manager:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes: experience executing the operation and maintenance of multi-purpose water resource projects to include flood risk management, water supply, water quality, environmental stewardship, and recreation; supervisory experience applying financial, administrative, and personnel policies, programs, and regulations; experience at the leadership level working with the public, government agencies, organizations and the media; or other experience that is in or related to the position being filled. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
