This position is in the Office of Audits (AUD) which is within the U.S. Department of State (Department), Office of Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM) and International Boundary and Water Commission (IBWC). OIG is responsible for conducting and reporting on inspections, evaluations, investigations and audits involving all overseas and domestic Department, USAGM, and IBWC program and operations.

Duties

You will serve as a Supervisory Auditor, under the general direction and supervision of a Director, the incumbent’s duties and responsibilities may include, but are not limited to the following:

All applicants MUST meet one of the basic qualification requirements described below for this position: BASIC QUALIFICATION REQUIREMENTS:  Basic Requirements for Performance Auditors Bachelor's Degree or higher degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting. (OIG will also consider degrees in: economics, public policy, international relations, international affairs or political science) OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background MUST also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination NOTE: You must submit a copy of the transcript(s) and appropriate certification/documentation at the time of application to receive credit for this option; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. NOTE: You must submit a copy of the transcript(s) that reflect the substantial course work and reflect the semester hours to receive credit for this option. Note: All applicants MUST submit transcripts as verification of educational requirement, a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination as described under Combination of Education and Experience above by the closing date of this announcement. IN ADDITION to meeting one of the basic qualification requirements listed above, to qualify for this position the applicant MUST have at least 1-year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the federal service. Specialized experience must be documented in your resume. Qualifying specialized experience must demonstrate the following: Experience in researching, planning, conducting, reporting, supervising and coordinating performance audits. Experience in analysis of complex programs and operations to develop audit findings and recommendations for changes or improvements. Experience in writing complex performance audit reports and presenting results to senior officials. Experience in providing leadership, guidance, and feedback to assigned staff or team members that contribute to the successful completion of performance audit projects. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
