This position serves as the Supervisory Facilities Operations Specialist for three National Park Service units: Nez Perce National Historical Park (NEPE), Whitman Mission National Historic Site (WHMI) and Big Hole National Battlefield (BIHO) and may be duty stationed in Walla Walla, WA; Spalding, ID; or Wisdom, MT.

Duties

Major Duties include: Supervises and directs workloads across park units; Manages and assesses employee workloads and employee performance results; Assigns priorities and holds subordinate employees accountable. Track and manage workloads, projects, and expenditures through technical software systems. Train subordinate staff in knowledge and use of software systems. Manage contracts with external vendors to ensure specifications are met. Evaluates and ensures compliance with all applicable laws and codes. Identifies organizational needs and operational issues; Manages operational business functions and directs operation strategies; Determines appropriate operational funding opportunities; Develops operational operating goals and objectives. Develop and implement annual and multi-year budgets and financial plans for multiple funding sources. Review and analyze financial reports for operational and fiscal planning. Ensure funds accountability and fidelity to operational priorities. Work as a team to identify operational needs and priorities. Serves as a park and regional leader. Reviews and assesses work of all team members. Collaborate with park and regional management to formulate actions. Adjusts work assignments in light of shifting priorities. You may be required to travel overnight away from home up to10 nights per month. You must obtain a government charge card for travel purposes. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. NEPE was established in 1965 and is a non-traditional park consisting of 38 individual sites located in the states of Idaho, Washington, Oregon and Montana. Only 9 of the sites are in public ownership. The rest of the sites are managed through cooperative agreements or similar instruments. WHMI was established in 1936 as a memorial to Marcus and Narcissa Whitman, early settlers and missionaries to the Oregon Country and the role they played in the establishment of the Oregon Trail. BIHO was established as a National Monument in 1910 to commemorate the Battle of Big Hole, a conflict in the 1877 war between the US and the Nez Perce Indians. It was re-designated as a National Battlefield on May 17, 1963. The geographic span of the parks creates significant operating challenges. The park manages facility operations a 9 NPS owned sites within a 600 mile radius of headquarters.

Qualifications

All qualifications must be met by the closing date of this announcement-09/27/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience is defined as: (1) managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, cultural resources facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; (2) conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or (3) performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Examples of specialized experience include: Contributed to the development and implementation of park management documents; Utilized Facility Management Software Systems for cost; Established project scope, goals, objectives, deliverables, compliance requirements, and alternatives for maintenance projects and works in concert with internal and external professionals for projects outside the incumbent's scope of work; Provided support data for the development of multi-year programs utilizing project management software to augment park base funds in the effective management of facilities and equipment, e.g., cyclic maintenance, repair/rehab, Fee Demo, line item construction, Federal Land and Highways Program. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in an accredited educational institution or LL.M., with a major study in engineering, industrial arts, property management, business administration, cultural resources or closely related field. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience (50 percent of the experience requirement) and 45 semester hours or 68 quarter hours of appropriate directly related graduate education (50 percent of the education requirement) may qualify. You must include transcripts and hours worked per week on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
