The primary purpose of this position is to provide a unit Joint Data Network Officer, contract Quality Assurance Evaluator (QAE), security advisor, facilities equipment specialist, and Wing Link Unit Manager in support of local Operation Support Center (OSC) operations.
Duties
As the unit Joint Data Network Officer (JDNO), and as directed by the Wing Datalink Manger, provides technical expertise and advice to leadership on operation, maintenance, and configuration of the air and space Common Tactical Picture (CTP).
Manages mission knowledge, information, and situational awareness processes and systems for the local operational and tactical operating center and affected units.
Establishes, develops and maintains effective work relationships.
Ground Control Intercept and Surface Air Defense Integration.
Range Contracts, Quality Assurance Evaluator (QAE).

- Work occasionally requires travel away from the normal duty station. Individual may be required to work extended hours, overtime, holidays, rotating shifts, and weekends when supporting an exercise or real-world contingency.

- The employee is required to obtain and maintain an appropriate security clearance as a condition of employment.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Group Standard.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience of a wide range of communications and IT concepts, principles, and practices to accomplish work processes through the use of telecommunications devices, methods, services, and facilities. Utilization of complex and uncommon interfaces and policies and practices. Applies sources of technical data to evaluate new devices, proposals, and approaches for satisfying mission information requirements, and a practical understanding of contracting procedures and legal requirements.
EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a related field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

COMBINATION OF EXPERIENCE AND EDUCATION
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Conventional knowledge of a wide range of telecommunications and Information Technology theories, concepts, principles, practices, procedures, policies, standards, and operational requirements; with emphasis on network operations, infrastructure, and mission information requirements and capabilities.
2. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
3. Skill to plan, organize, develop and conduct studies and projects, making recommendations on substantive operating programs, and collaborate effectively with others to develop solutions, coordinate with affected leadership and implement recommendations.
4. Ability to analyze, plan, and adjust work operations for one or more organizational segments to meet program requirements and objectives within available resources.
5. Skill to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy; and to conduct local training of personnel in the assigned area.
6. Knowledge of established security and safety regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
