As a Building Manager, within your assigned area, you will have broad responsibility and authority to direct, coordinate and supervise Service activities within GSA controlled space.Location of position: Public Buildings Service, Service Center Division in Des Moines, IA, Iowa City, IA or Cedar Rapids, IA.Duty location to be determined at time of selection.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Directs all aspects of the operation of assigned buildings, including but not limited to the maintenance of mechanical and elevator equipment, janitorial services, recycling, and solid and hazardous waste management, to maximize the life of buildings and building equipment while providing a safe, comfortable, and healthy environment for tenants.
Directs the repairs and improvements of assigned buildings and equipment to sustain continuity of operations and improving the asset value of buildings.
Manages all on-site concessions, including GSA-operated cafeterias, snack bars, concession stands, and public telephones.
Performs regular inspections to ensure compliance with applicable laws and regulations and acceptable cleanliness and hygiene standards.
Assists the Building Manager (BM) with responsibility for full lease administration of all non-delegated leases and for oversight of delegated leases to protect the value of the leasehold asset, ensure proper compliance with the terms of the lease, and ensure that the government receives full value for the rent.
Assists the BM in maintaining constructive contacts with representatives for federal agencies; acts as a tenant advocate for agencies using assigned building to include judges, Members of Congress, and other public officials.
Serves as Contracting Officer's Rep for administration of service and construction contracts awarded by others. At the direction of the BM is responsible to ensure that the terms and conditions of the contracts are fully carried out, that adequate inspections and documentation is completed and that the government receives full value for its payments.
In conjunction with the BM, is responsible for all personnel management programs and issues concerning subordinate staff, including labor and union relations, training, hiring and merit promotion, disciplinary actions, appraisal, incentive awards, and other personnel actions.

The GS-13 salary range starts at $103,409 per year and varies by location. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience managing large office buildings or large office complexes including assigning tasks to staff; improving customer and client agency satisfaction with building services; negotiating service contracts and lease provisions; preparing service contracts; developing maintenance programs; evaluating and monitoring building operations, maintenance, repair, custodial, recycling, environmental management and alterations, etc. to ensure compliance with agency requirements and industry standards; performing budget formulation and execution; and conducting inspections of designated space or facilities.
