Duties

Perform accounting functions for assigned organization. Analyze financial reports to reflect the assigned organizations financial picture. Apply professional knowledge of accounting theories. Recommend solutions to complex process changes in financial management procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a secret clearance.
  • Temporary Duty (TDY) or 15% may be required.
  • This position requires a financial management Level 2 Certification in accordance with the (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Basic requirement for an Accountant: Education: Bachelor's degree (or higher degree) in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants background must also includes one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: (1) Performing accounting functions in a financial management system such as: recording, analyzing, reconciling, and reporting financial transactions. (2) Analyzing financial data to ensure accurate depiction of an organization's finances. (3) Reviewing account processes to ensure compliance with regulatory accounting practices. You will be evaluated on the basis of your level of competency in the following areas: Accounting AnalysisDecision SupportFinancial Management SystemsFinancial Reporting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
