About the Position: This is a Concepts Developer position located within the US Army Futures Command, Futures and Concepts Center, Directorate of Concepts (DOC), Army Concepts Division (ACD) duty location at Adelphi, Maryland.
This position is covered by a Laboratory Personnel Demonstration Project.
This position covered by this vacancy announcement is a part of STRL Demo Pay Band III Category I.
Duties
Serve as subject matter expert for designing the future force by describing organizations through capabilities and requirements for Army concepts.
When given a complex force modernization topic, determine the appropriate data to incorporate, conduct independent analysis, develop original recommended solutions, and communicate the methodology and recommendations to leaders for decision.
Coordinates and synchronizes with experts from within and outside the organization to provide push and pull analysis of current and near future force structure to develop concept designs of future force.
Ability to work well in group settings to help collaboratively drive solutions to complex and time-sensitive problems.
Review results of Total Army Analysis, Strategic Portfolio Analysis Review, and Program Objective Memorandum during Planning, Programming, Budgeting, and Execution to ensure force designs are risk and resource informed and accurate.
Writes/develops White Papers, Point Papers, and Information Papers relating to force development and Future Force Design.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance.
- Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

SPECIALIZED EXPERIENCE: One year of specialized experience which includes the following: 1) Recommend solutions of organizational capabilities with Total Army Analysis approach. 2) Lead Teams to include Integrated Planning Teams and Operational Planning Teams. 3) Demonstrate expertise in Army Force Design 4) Military writing to prepare documents such as White Papers, Point Papers, Information Papers, milestones, and timelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (DE 02 / GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS / DE) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (DE 02 / GS-11).
