Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience Requirements: GS-11 Specialized Experience: One year of specialized experience which includes meeting THREE OF THE FOLLOWING 1) Experience in contract administration; 2) prepare Independent Government Estimates and/or modification documentation; 3) review shop drawings and/or submittals; 4) interpret contract plans and/or specifications; 5) conduct and /or oversee quality assurance; and 6) monitor contractor safety and/or compliance with environmental requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes meeting FOUR OF THE FOLLOWING: 1) Experience in contract administration; 2) prepare Independent Government Estimates and/or modification documentation; 3) review shop drawings and/or submittals; 4) interpret contract plans and/or specifications; 5) conduct and /or oversee quality assurance; and 6) monitor contractor safety and/or compliance with environmental requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). "Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted".
