This position is located in the Prisoner Operations Division, Arlington, VA. The selectee of this position serves as a Executive Officer. You will be responsible for advising management on administrative or program principles, concepts, policies, and objectives for the assessment and improvement of program effectiveness/efficiency or the improvement of complex administrative/management processes and systems with which the USMS carries out prisoner detention programs and functions.

Duties

As a Executive Officer at the GS-0301-13 level, some of your typical work assignments may include: Providing management with objectively based information for making decisions on the administrative and programmatic aspects of USMS prisoner operations and management. Providing expert advice to management concerning complex and unusual management and program review issues. Identifying deficiencies and recommending practical solutions to achieve intended program goals. Qualifications

GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0301-13 level, if you fulfill the following qualifications: Specialized Experience: At least one year (12 months) of full-time specialized experience at or equivalent to the grade GS-12 in the Federal Service performing duties which include the following: 1.) Performing complex efficiency and effectiveness reviews of key administrative support functions, to include all programmatic aspects of an organization.; 2) Conducting quantitative and qualitative analysis to evaluate the effectiveness of program operations in meeting established goals and objectives; 3) Developing financial system requirements to evaluate and analyze the office budget; 4) Recommending new techniques, policies, and procedural changes to enhance the cost effectiveness of an organization; and 5) Evaluating the impact of policies and practices on organizational or project effectiveness and efficiency. Education

Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-13 grade level.
