You will serve as a Management Analyst in NAVAL ACADEMY.

Duties

You will Assist the supervisor with technical expertise in all matters relating to the management and oversight of the USNA IRM Program to include formulating and executing the USNA IRM Plan. You will Facilitate the process for identifying and reporting material weaknesses and tracks reported weaknesses through resolution. You will Ensure that program and reporting requirements are communicated throughout the organization and completed in a timely manner as required by regulation and/or statute You will assist with information and reports controls, identify problems in administrative operations and initiate actions to correct or improve problems. You will analyze, evaluate, and implement administrative policy incorporating effective administrative acumen with the procedures that expeditiously and effectively facilitate achievement of the records management, You will prepare detailed reports, policy guidance, and procedures for the records and IRM programs. You will assist the Administrative Department with duties as assigned to include receiving and answering inquiries on matters utilizing the knowledge of USNA's administrative programs and policies. You will Assist the IRM Coordinator in preparing the annual IRM Certification Statement Memorandum to DNS. You will Provide policy and governance on the use of records management tools to ensure best practices and USNA compliance with Federal statutes. You will Create, conduct, or coordinate records management training for USNA, NAPS, and NAAA staff.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting their supervisor with all aspects of the USNA's and the Naval Academy Preparatory School's (NAPS) Records Management, Integrated Risk Management Program (IRM), and Forms and Information Controls Programs; 2) The incumbent works closely with the supervisor to reestablish and/or maintain the USNA Forms and Information Program, USNA Records Program, and USNA IRM Program as well as furnish administrative assistance, communications, and support and training throughout the Academy; 3) Briefing officials on issues regarding the management and oversight of a records management program. Education

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education, as follows:GS-11:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
