This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Engineering Technician performing non-professional technical work for construction projects.
Duties
Manage the Work Order Tracking System (WOTS), and Government Fund Enterprise Business System (GFEBS) automated work order systems by recording, tracking, reporting, and analyzing all projects of the installation's facilities and equipment.
Conduct system inquiries and day-to-day customer inquiries to determine effectiveness of the automated system providing status and progress.
Gather and consolidate project information and input accordingly into each respective system.
Review and analyze plans, specifications and estimates prepared by Engineers in various Divisions for the Installation to determine whether the design is complete and conforms to the Installation requirements.
Review cost estimates to ensure they cover all aspects of the design.
Serve as liaison to the Contracting Officers Representative (COR) on maintenance, repair, renovation, and minor construction projects.
Inspect work in progress to ensure that proper maintenance and construction practices are followed and that all work is performed in accordance with the Directorate of Public Works (DPW) support agreement, maintenance, and construction contracts.
Provide functional interface for both internal Divisions within the DPW as well as organizations external to DPW.
Receive customer inquiries, complaints, and comments; conduct evaluation; and determine appropriate solution and or response.
Requirements

- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the incumbent to wear personal protective equipment as needed.

Minimum Qualifications
Specialized Experience: One year of specialized experience which includes: 1) developing cost estimates for maintenance, repair, and/or renovation projects; 2) performing technical review of contract designs; and 3) utilizing automated systems to maintaining records and monitoring project construction and/or contract services such as Excel, Access, Word, and General Fund Enterprise Business System (GFEBS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
