Duties
The selectee will be assigned developmental duties. The duties listed below are at the full performance level.
- Perform engineering analyses to include performing and coordinating technical planning activities; data collection (including validation and management); design; modeling and data analyses; analyses of site location and/or conditions; troubleshooting electrical equipment and systems; and risk estimation and analyses.
- Make engineering recommendations and/or decisions based on engineering analysis for complex projects and activities with unusual or special demands.
- Complete and/or review engineering designs of electrical systems.
- Work primarily involves the performance and/or oversight of on-site construction work, including inspection and acceptance of facility or utility construction work performed by a contractor.
- Provide electrical engineering expertise in the Operations and Maintenance (O&M) of complex features/facilities.- Perform technical analysis assuring installations meet security requirements and utilize monitoring tools to ensure efficient and effective operation of infrastructure.
- Develop project job plans, guidelines, protocols, and procedures that are specific to the project.
- Plan, schedule, coordinate, and conduct electrical engineering facility examinations, reviews, and/or inspections.
- Provide technical reviews, peer reviews, and/or checking of designs, drawings, engineering analysis, and technical documents (e.g., trip reports, project notes), specifications, and contract correspondence, ensuring documents are accurate and quality assurance processes were followed.
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position.
Basic Qualification Requirements
A. Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET).
OR
B. Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
C. Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program.
OR
D. Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
OR
E. Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination.
OR
F. Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration.
AND
To be considered for the GS-7 level:
A. In addition to meeting basic requirements for engineering positions, you must have one (1) full year of specialized experience comparable in scope and responsibility to at the GS-05 grade in the Federal service, performing one of the following duties: 1. Performing engineering analyses assignments; 2. Participating in engineering studies or evaluations; 3. Utilizing engineering data collection systems.
OR
B. Have one year of graduate-level education or Superior Academic Achievement (SAA) by meeting one of the following: a grade point average (GPA) 3.0 or higher in all degree courses or in the final 2 years of undergraduate study or a graduating GPA of 3.5 or higher based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; OR membership in a National honor society recognized by the Association of College Honor Societies.
OR
C. Have one year (18 semester hours) of graduate level education in engineering or a closely related field that provided the knowledge, skills, and abilities necessary to successfully complete the work of the position.
OR
D. Have a combination of specialized experience as described in "A" and graduate level education as described in "C" that, when combined, equals 100% of the total requirement.
OR
E. Have successfully completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering from an accredited institution.
OR
F. Have an engineering bachelor's degree and have appropriate specialized experience as an Engineering Technician equivalent to grade GS-5 or higher.
To be considered for the GS-9 level:
A. In addition to meeting basic requirements for engineering positions, you must have one (1) full year of specialized experience comparable in scope and responsibility to at the GS-07 grade in the Federal service, performing two of the following duties: 1. Performing engineering analyses assignments; 2. Participating in engineering studies or evaluations; 3. Utilizing engineering data collection systems; 4. Engineering data collection.
OR
B. Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree or master's degree or higher in engineering or a closely related field that provided the knowledge, skills, and abilities necessary to successfully complete the work of the position.
OR
C. Have a combination of specialized experience as described in "A" and graduate level education as described in "C" that, when combined, equals 100% of the total requirement.
OR
D. Have successfully completed a bachelor's degree in engineering with SAA and have one year of professional engineering experience. Professional engineering experience is defined as non-routine engineering work that required professional knowledge of engineering; professional ability to apply such knowledge to engineering problems; and positive and continuing development of professional knowledge and ability.
OR
E. Have completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering and have one year of professional engineering experience. Professional engineering experience is defined as non-routine engineering work that required professional knowledge of engineering; professional ability to apply such knowledge to engineering problems; and positive and continuing development of professional knowledge and ability.
The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society.
