The primary purpose of this position is to serve as a community planning professional at an Air Force (AF) installation responsible for managing activities related to human as well as physical aspects of community, regional, urban, comprehensive, and land use planning in support of an installation.

Duties

Facilitates the development and maintenance of the Installation Development Plan (IDP) and other comprehensive planning studies used as the basis for installation planning, land use development, and installation investment planning decisions. Ensures compatible use planning between on and off installation facility and infrastructure development and land use. Plans and executes required projects in support of assigned programs. Collects data and evaluates factors which affect the physical development, maintenance, and management of installation infrastructure assets.

  • A significant background of practical experience as well as a thorough grasp of theory to identify and define the nature and scope of obscure problems is required.
  • Extensive experience in a specific area of planning (e.g., Planning Law, Spatial Planning, Transportation Planning, Land Use Planning, and Environmental Planning) is typically required.
  • A degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours (Cont'd)
  • in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance, urban planning, community or regional planning, architecture, economics or a related field is highly desirable
  • Certificate from the American Institute of Certified Planners is preferred.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (Cont'd)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Community Planning Series 0020. BASIC REQUIREMENT: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EDUCATION AND EXPERIENCE: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. NOTE: You must submit a copy of your transcripts with your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of utilizes policies, standards, and asset management principles to produce an IDP to guide development, repair, and maintenance of infrastructure, facilities, and natural resources, required to support execution of current and future AF missions. Employs planning AFIs and the Unified Facilities Criteria for efficient development and sustainment of installation infrastructure, and incorporates installation development goals and policies into the IDP. Supports investment planning through development, deployment, and sustainment of planning programs and asset data. Develops strategies and courses of action which directly guide and inform facility sustainment, repair, modernization, and construction through the Activity Management Plan (AMP) and the Base Comprehensive Activity Management Plan (BCAMP) processes. Knowledge of interpretation of policy guides, substantial modification of techniques and procedures, or the development of innovative approaches to solve specific problems in a specialized area of planning (e.g., Planning Law, Spatial Planning, Transportation Planning, Land Use Planning, Environmental Planning and Severe Weather/Climate Planning). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of community planning concepts, principles, theories, regulations, and methods necessary to identify and inform investment strategies for the repair, maintenance, sustainment, and development of installation facilities and infrastructure. 2. Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to complex planning problems that require interpretation or extension of policy guides and substantial modification of techniques and procedures. 3. Knowledge of automated tools, systems, and programs such as SMS Builder, CPP, CADD, GIS, project tracking, and other software programs. 4. Skill in communicating orally and in writing with clarity, conciseness, and persuasiveness and the ability to relate the effect of community planning decisions on the mission and goals of an installation 5. Ability to organize, divide, and distribute portions of work to other professional and expert personnel in order to complete large and complex planning projects and resolve complex planning issues. 6. Ability to plan, budget, and execute required projects in support of program asset management activities based on relative priorities and available funds. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
