THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 5), Position Description Number T5260000 and is part of the FL USPFO, National Guard.
Duties
As a Traffic Management Specialist, GS-2130-11 you will serve as functions as the Installation Transportation Agent appointed by the USPFO in each State. Operate independently with minimal supervision to plan, direct, and monitor the Commercial Transportation Program for the Command, inclusive of commercial traffic facilities, which includes freight, hazardous material (HAZMAT), passenger and terminal operations. Serve as the financial activity manager for transportation funds. Appointed as the Contracting Officer Representative (COR) for the Government approved travel office and may be the COR for a regional travel office. Serve as the State Container Management Officer. Develop long range plans for the efficient and effective operation of the Traffic Management Program. Make certain that such plans are in accordance with existing laws, regulations, directives and other guidance issued from higher echelons and outside sources i.e. Surface Deployment Distribution Command (SDDC) as well as initiating new or changed procedures to implement directives. Analyze transportation courses of action to determine most efficient and cost-effective mode of movement. Determine funding and space requirements to accomplish mission. Establish priorities for the completion of work based on operational priorities. Monitor work processes and determine the cause of slippages and drayage and initiate changes to improve the processes. Incumbent ensures laws, procedures and regulations are uniformly applied and complied with by all users. Review carrier applications for approval to transport freight and develop and issue guidance for use of approved carriers. Review completed work for accuracy, adequacy, compliance with regulatory requirements and policies, cost effectiveness, and timeliness. Monitor carrier performance and recommends/takes action to suspend or remove from service carriers that fail to perform satisfactorily.
Requirements

- Incumbent must possess or be able to acquire the appropriate level security clearance for this position.

Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Army meet our mission requirements as a Traffic Management Specialist.
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

SPECIALIZED EXPERIENCE: GS-11 Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provides knowledge and/or experience, education, or training performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
