The primary purpose of this position is to serve as a Physical Science Technician in the development and operation of experimental laboratories/facilities in the Department of Engineering Physics, Graduate School of Engineering and Management, Air Force Institute of Technology.
Duties
This position is a developmental GS-09 Target GS-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
Responsible for planning and accomplishing complete laboratory projects or experiments for the departmental research and teaching laboratories.
Conceives, recommends and implements new design approaches and devises alternative ways of accomplishing objectives.
Maintains cognizance of the operating principles as well as the setup, alignment, maintenance and operational procedures for a wide range of scientific components and subsystems.
Provides technical support, assistance, advice and instruction to faculty and maintains a safe working laboratory environment.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Specialized Experience (for positions at GS-4 and above):
Examples of qualifying specialized experience include work in the fields of astronomy, physics, geophysics, chemistry, hydrology, health physics, engineering, electronics, geology, oceanography, and metallurgy.
Experience as a laboratory mechanic or in a trade or craft may be credited as general or specialized experience when the work was performed in close association with physical scientists or other technical personnel and provided intensive knowledge of appropriate scientific principles, methods, techniques, and precedents.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes planning, organizing and executing projects involving an array of optical, radiation and materials characterization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic physics, optics, radiation, semiconductor device technology, electro-optical device technology, laser technology, computer operating systems and programming, electronic instrumentation and basic engineering design and techniques.
2. Skill in optical electronic, computer hardware/software installation and maintenance, device fabrication, designing and assembling complex experimental systems for research and teaching.
3. Ability to write programs in Fortran, Basic or other higher-level language, use computational packages such as Mathcad or Mathematica, and plotting packages such as Table Curve or Origin for data processing and presntation. 4. Skill in conceiving special methods of assembling optical, nuclear and materials characterization laboratory and prototype equipment system models and how to maintain a laser safe environment.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy to present data and results from experiments.
6. Ability to research, analyze, interpret, and apply theories from the six-degree program areas and support non-routine science techniques.
7. Ability to search technical reports, journal publications, manufacturers' catalogs and websites, and other published guidelines to evaluate system operations.
8. Ability to make calculations applying standard formulas, prepare graphs, curves, or tables and record factual data in test and observation studies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
