THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION
This National Guard position is for a MATERIALS EXAMINER AND IDENTIFIER (HAZMAT) (TITLE 32), Position Description Number D1908000 and is part of the FL USPFO, National Guard.
Duties
As a Materials Examiner & Identifier (Hazmat), WG-6912-07, you will identify, receive, sort, count, classified and handle hazardous materials in the USPFO storage areas. Perform pre-receipt examination of property on site at the generation point and assure that the turn-in and shipping is in order and the containers meet standards are placarded and marked properly. As appropriate, perform or initiate required testing e.g. radioactive surveys/wipe tests, prepare samples for submission to environmental laboratories for analysis. Schedule the receipt of property and assure that the property is identified to include identification of all contaminants. Reject property not meeting turn-in requirements and assist the turn-in activity to correct any rejections and determine the nature and degree of the particular hazards involved. Determine if containers are Department of Transportation (DOT) approved, safe to handle, non-leaking, capable of withstanding routine handling, and safe for required periods of storage. Assure the storage compatibility is adhered. Determine the need for special handling/specials storage of certain property (e.g. friable asbestos, batteries, pesticides, etc.) Perform complex searches of shipping and storage records, material specifications, vendor contracts and computer data for material specifications and advise non-trained personnel on specialized procedures. Ensure the safe receipt, storage and movement of hazardous and toxic materials and substances such as ammunition, explosives, chemicals, or radioactive materials in accordance with facility and regulatory requirements. Determine storage requirements, arrangement of materials, and space utilization. Ensure compliance with Federal, state, Department of Defense (DoD), Occupational Safety and Health Administration (OSHA), and the Environmental Protection Agency (EPA) rules or regulations.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.
- Participation in direct deposit is mandatory.
- May be required to successfully complete a probationary period.
- Males born after 31 December 1959 must be registered for Selective Service.
Qualifications
AREA OF CONSIDERATION:This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1.
PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

MILITARY GRADES: Enlisted; E4 thru E6.
TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

GENERAL EXPERIENCE:Must have experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools.
SPECIALIZED EXPERIENCE: WG-07 must have experience or training identifying and sorting a variety of complex materials and equipment. Experience receiving materials and equipment, recording, and placing items in proper storage areas. Experience preparing all items for shipment using appropriate agency instructions. Expert knowledge of specialized handling, storing, disposal, and safety procedures related to hazardous materials to ensure adherence to governing regulatory guidance, policies, and procedures. Experience in mathematical equations. Experience interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals. Experience using and operating forklifts and motor vehicles.
