This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Presidio of Monterey Directorate of Public Works (DPW), Housing Division is located on the ORD Military Community.

Duties

Serve as the Housing Division Chief and Residential Communities Initiative (RCI) Manager for the Directorate of Public Works. Manage and delegate responsibilities to the Residential Communities Initiative (RCI) Asset Management Staff. Develop recommendations to facilitate Directorate Public Works assistance for board-level approval of incentive fee payments to the Partnership/LLC for performance. Establish and maintain policies for assignment to, usage of, and termination from leased housing areas per Department of Army and local command guidance. Direct the formulation of housing improvement plans within the framework of generally established objectives, policies and standards. Oversee the management of privatized General Flag Officer Quarters. Provide oversight for major construction and execution of the Community Development Management Plan (CDMP). Develop overall housing management plans for non privatized housing functions at the installation.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
• The position requires a Tier 1 security background investigation.
• Temporary Duty Travel (TDY) may be required up to 10%.
• Desired Certifications: 1. Institute of real Estate Management Certification. 2. National Apartment Association Certification.

Specialized Experience: One year of specialized experience which includes assisting in the development of housing and barracks management plans for an installation; providing oversight of development of scopes of contractor work; preparing specifications for complex contracts dealing with maintenance and/or housing projects; and creating long-range work plans to justify contract/management support of various housing projects, such as centralized barracks management, Housing Services Office, privatized housing oversight and community development plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
