The position is located in the Department of Veterans Affairs at the Northern Arizona VA Health Care System, Prescott, AZ in the Community Care Service Line. The incumbent serves as the Service Line statistician and computer specialist in the implementation and maintenance of computer applications utilized within the Service Line.

Duties

The incumbent is the Automated Data Processing (ADP) equipment expert for the Service Line responsible for coordinating application and software functions and ensures processes are in place to support the implementation of new and updated information technology systems and a variety of software programs integral to the overall administration and operations of the Community Care Service Line. Duties of the position include but are not limited to: Troubleshoots, analyzes, fixes, and refers repair activities to OI&T regarding ADP equipment and network problems. Oversees installation, maintenance, and repair activities and works with local OI&T staff in implementing and maximizing hardware configurations to meet changing ADP needs of the service. Assist Service Line management with identification and prioritization of peripheral equipment needs related to Service Line goals, strategic plans, and funding availability. Responsible for development and implementation of a user training policy, in conjunction with the IT Specialist with regard to clinical applications (CORE packages) and any Commercial Off the Shelf (COTS) software that is utilized within the service. Responsible for user training to include proper computer shutdown procedures, generic vs. personal login/password codes, standard PC configuration, general orientation to shared drive/subdirectories, workgroups, and personal directories. Assesses training needs and provides new employee and ongoing/as needed training related to updates and modifications to existing software programs including, but not limited to, Microsoft Outlook, Word, Excel, Access, and VISTA, Consult Toolbox, Consult Tracking Manager, RefDoc, Health Share Referral Manager (HSRM), FBCS and newly introduced hardware components utilized within the Service Line, and Automated Information Security (AIS) procedures. Responsible for set-up, implementation, and maintenance of the community care affiliated software technologies for the facility. Responsible for development and implementation of a Service hardware/software error reporting procedures. Develops and updates Service Line AIS Security and contingency policies in accordance with VA policy and provides annual training to staff. Functions as information liaison with other Services regarding new package features that affect other Services. Responsible for maintaining affiliated software technologies site parameters and associated files, in close coordination with other ADPACs, IT Specialists, and OI&T Service where such parameters and files afflict the functioning of other packages. Serves as Community Care Service Line's POC for all computer/equipment related issues. Serves as point of contact for questions related to Service Line applications and acts as a consultant for facility staff utilizing Service Line software/packages. Incumbent designs data formats and methods of presentation to ensure accurate and appropriate data retrieval through use of a database management program (File Manager). Responsible for input of statistical information, assists in monitoring coding of outpatient data gathered from clinic encounter forms. Performs all other duties as assigned. Work Schedule: Monday through Friday; 0700AM to 0330PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provide Information Technology application and Information Security support; set up, take down, and move computer equipment; provide software and/or device training; maintain equipment inventory; experience with preparation and implementation of contingency plans for system failure; create/maintain standard operating procedures; performing clerical/administrative duties in an office environment; troubleshooting to the resolution of user hardware, software application, and/or computer problems; providing basic Computer Training, performing data processing support and training software instructions for system users. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires regular and recurring periods of sitting, standing, and walking, as well as bending, and carrying computer hardware devices and components. Position may involve working on computers in cramped areas and working with electrical equipment. Employee also will utilize computer equipment for prolonged periods. This requires a person who can work under extreme pressure and with short suspense, as statistical information is often required for management must be figured and presented on very short notice. Work Environment: Work is performed in an office setting with frequent visits to the Service Line areas and other services throughout the medical center as well as SKYPE or other technology to assist home teleworkers. Normal tour of duty is during the day, Monday-Friday. However, the incumbent may be required to work other than normal hours in order to provide assistance to personnel. All work involves the use of safe work habits with office equipment and medical center fire and safety regulations. There will be exposure to electrical and computer equipment that requires care be exercised when troubleshooting problems. May require occasional travel.
