Vacancies will be filled in the following specialty areas: Taxpayer Services Return Integrity and Compliance Services
The following are the duties of this position at the full working level.
Performs extensive operational reviews, prepares comprehensive program analyses/evaluations and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives.
Recommends program staffing; develops changes in methods, procedures and techniques to improve baseline measures; and conducts studies of employee/organizational efficiency and productivity and recommends changes in improvements in organization, staffing, work methods procedures.
Plans, coordinates and establishes operating methods and procedures for accomplishment of project mission, and as needed, directs the development and accomplishment of employee training relating to the project.
May act as a senior analyst providing guidance and assistance to lower graded specialists and may also serve as a project manager responsible for accomplishing various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-11:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: Experience analyzing data to identify potentially fraudulent tax refunds or identity theft; experience creating queries and reports using multiple data systems; Experience in qualitative and quantitative techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; Knowledge of identity theft and fraud identification emphasizing the ability to perform studies and evaluations, make recommendations for changes and process improvements; Experience in the development and analysis of process maps as tools utilized in improving processes; Experience applying communication techniques sufficient to present plans and proposals convincingly and negotiate.
OR
Ph.D. or equivalent doctoral degree. OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
OR
LL.M., if related
OR
Combination of qualifying graduate education and experience equivalent to that described above.
SPECIALIZED EXPERIENCE GS-12:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: : Experience utilizing the Electronic Fraud Detection System (EFDS) to identify potentially fraudulent tax refunds and/or identity theft; Experience with Selections and Analytics Platform (SNAP) to create queries and reports; Experience in evaluative and analytical methods, management and organizational techniques to establish criteria for identifying and measuring accomplishments and progress, revising methods and developing new approaches and analyzing the impact of changes and make recommendations; Experience with functional programs, operations, work processes to identify actual or potential problem areas, and deficiencies; Experience working with project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex projects and studies; Experience with oral communication.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
