This position is located in the Roseburg District, Swiftwater Field Office. Please note the applicant limit is 100 applicants; only the first 100 applicants will be considered.

Duties

The Outdoor Recreation Planner will perform the following duties: Serve as lead Recreation Planner for the Roseburg District Recreation program, serving as coordinator and technical advisor. Provide recommendations to managers on recreation program needs, priorities, and strategic goals. Review, recommend, and implement changes to recreation program policies, standards, methods, controls, and procedures. May provide input into modifying policies up to the state level. Develop content for environmental and project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments, and review, and/or edit content that address recreational topics. May oversee the operation of public use sites, permit programs, concessionaire operations, and facilities. May prepare, administer, and serve as Contracting Officers Representative (COR) on local recreation related contracts. May serve as work leader over lower graded employees and/or volunteers.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least three of the following: (1) Serving as a coordinator and/or technical advisor for one or more outdoor recreation programs to plan and carry out assignments, analyze results and recommend changes existing procedures and methods; (2) Analyzing and advising on the development and execution of recreation plans and programs, evaluating the effects of recreation use on other resource programs, and ensuring consistency with existing regulations and policies. 3) Identifying and/or documenting annual program costs related to one or more outdoor recreation programs and contributing knowledge to the formulation of an annual work plan; and (4) Coordinating work with managers, planners, program leads and/or other resource specialists to identify recreation program needs and to develop long and short-term plans to address those needs or take corrective action. OR Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree with major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Note: Applicants qualifying on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
