This position is located in Cape Hatteras National Seashore, Fort Raleigh National Historic Site, and Wright Brothers National Memorial (The Outer Banks Group), in the Superintendent's Office. Duties

This position serves as the Commercial and Special Use Coordinator for the Outer Banks Group national park sites (Cape Hatteras National Seashore, Fort Raleigh National Historic Site, and Wright Brothers National Memorial). This position will manage the commercial use authorization program and special park uses program which includes commercial use, commercial filming, special events, and other park uses which are required by law to be permitted by the superintendent. The incumbent maintains close communication and solicits input from the park management team, district leadership teams, and other park personnel on special park uses scheduled for specific park areas. AREA INFORMATION: The coastal areas of the Outer Banks are comprised of several towns and villages including Manteo (closest town to duty station), Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, and Ocracoke. These areas are beach destinations and the beaches, Albemarle and Pamlico Sounds, provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other water-based activities. There are several highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. These towns all have homes for sale or rent and are within reasonable driving distance. These areas have many modern conveniences, such as grocery stores, retail shopping, banks, a hospital, and many restaurants. Requirements (continued): You may be required to work on-call, evenings, weekends, holidays, and overtime. If you are a new employee in the Federal government, you will be required to complete a one-year probationary period. You may occasionally be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Qualifications: All qualifications must be met by the closing date of this announcement-09/30/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: administration of a commercial use/permit program, including budgeting, cost recovery, and issuing permits and agreements related to commercial film, still photography, first amendment activities, special events, sporting events, right-of-way permits, and land use agreements. Prior work experience listed on your resume must include hours per week worked, or you will be found not qualified. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts if qualifying based on education and you will be required to provide official transcripts prior to an official offer. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree and divide by 18 semester hours (or equivalent if the program does not use semester hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include your transcripts in your application package and official transcripts will be required if you are selected. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP and ICTAP: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
