This position is located in Chesapeake and Ohio Canal National Historical Park, in the Resource Management Division.
The incumbent serves as a principal advisor in the management of natural resources and is responsible for program development and implementation.
Duties
The major duties of the Biologist/Physical Scientist position include, but are not limited to, the following:
Develops, establishes, maintains, and executes natural resources management plan to prevent resource damage, restore/maintain the integrity of critical habitats and native plant and animal communities, and minimize human activities that impact resources.
Develops and maintains effective working relations with resource management agencies, conservation organizations, academic institutions, and the public to encourage cooperative management strategies.
Identifies management, restoration, monitoring, and research needs for fully executing an effective resource management plan.
Prepares management and scientific reports regarding the results of protection, mitigation, restoration, inventory, monitoring, and research activities.
Serves as main point of contact and technical expert on natural resources for the park unit.
Supervise up to two full-time permanent positions and up to four term positions.
Qualifications
All qualifications must be met by the closing date of this announcement-09/30/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To qualify for the Biologist/Physical Scientist position, you must meet the following basic requirements by the closing date of this announcement:
General Natural Resources Management & Biological Sciences Series, 0401:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
--OR--
Combination of education and experience: Courses equivalent to a major, as shown in above, plus appropriate experience or additional education. If you do not meet these basic requirements, you will be considered not qualified and will not receive consideration for this position.

Physical Scientist Series, 1301:
Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
-OR-
Combination of Education and Experience: Education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

To qualify for the Biologist/Physical Scientist position at the GS-11 grade, you must meet the following minimum qualifications by the closing date of this announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1) Working with threatened and endangered plant species of the eastern United States. (2) Surveying/monitoring, identification, and active means of managing threatened and endangered species and their habitats. **You must include your resume with hours worked per week annotated.**
-OR-
EDUCATION: Successful completion 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled).
-OR -
An appropriate combination of specialized experience and graduate level education as described above (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
