About the Position: This position is located in the Planning and Resources Division of Arlington National Cemetery.
Duties
Identify deficiencies and consult with contractors, supporting federal agencies, ANC staff, and State regulatory personnel regarding compliance with environmental laws, regulations, and policies.
Keep superiors and key staff members informed of established criteria, sound compliance principles, best practices, and existing historic preservation laws, and regulations.
Serve as the expert in matters pertaining to historic legacy and philosophy for preservation of historic and cultural resources.
Formulate detailed analyses of architectural conditions and recommends treatments for stabilizing or mitigating material failure.
Provide guidance for in-house and contracted preservation and maintenance treatments.
Provide technical assistance, guidance, and support to the National Cemetery program staff on conservation matters.
Advise the Cultural Resources Manager CRM in providing technical information for securing approval from state historic preservation offices.
Conduct nondestructive investigations of historic structures and commemorative works using standard field examination methodologies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is contingent upon satisfactory completion of a pre-placement physical.
- Must have a valid State driver’s license.

GS-11
Specialized Experience: One year of specialized experience which includes: maintaining historical structures for the presentation of visual information and artifacts; utilizing preservation treatments to mitigate material failure; and coordinating activities with customers and sponsors on maintenance of small single monuments to major restoration projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: illustrative design, commercial art, fine arts, industrial design, architecture, drafting, interior design or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12
Specialized Experience: One year of specialized experience which includes: recommending preservation treatments on historic structures; allocating funds or resources to ensure commitments are being maintained for all projects within a program; and compiling artifactual data to develop assessments and recommendations for restorative/preservation treatment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
