You will serve as an Intelligence Specialist (Collection Requirement Manager) in the of JFHQ-C J2 Intelligence Operations Section U S MARINE FORCES CYBERSPACE COMMAND. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will utilize in-depth knowledge of the various intelligence platforms to plan and perform aspects of collection management during routine contingency special access program and compartmented projects, operations and exercises. You will conduct daily coordination and interface with Marine service components and national agency collection officials to obtain required assets to support cyberspace operational requirements. You will schedule and monitor collection activities to ensure successful execution. You will analyze policies and operation procedures and follow poly guidance to develop collection plans. You will conduct regular review of message traffic, intelligence information, data analysis, and from other sources of information, identify intelligence gaps. You will advise Operation Planning Teams/Joint Planning Groups on specific findings and recommend appropriate courses of action to meet collection needs.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-Year DCIPS trial period.
  • Travel required for contingency/exercise support, briefings, conferences and training.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : 1) Provide guidance, support, and oversight on all intelligence collection and production management functions, projects, and activities; 2) Execute collection using appropriate collection strategies and within the priorities established through the collection management process; 3) Process, validate, manage, reconcile, and disseminate requirements and responses to customers both internal and external to the organization; and 4) Apply principles, methods, and tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.
