Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Pacific Outer Continental Shelf (OCS) Region, Environmental Consultation and Coordination Section located in Camarillo, CA.
At the full performance level, GS-13 the major duties of this position include, but are not limited to the following:
1. Supports the Pacific Region Tribal liaison in consulting with other Federal, state, local, tribal, native Hawaiian and other indigenous communities in the field of offshore and onshore cultural resource management.
2. Prepares briefing documents and reviews and provides recommendations to Pacific Region leadership regarding pertinent Federal statutes, regulations, and executive orders in order to determine effects on Tribes with present or historic ties to geographic areas in which BOEM is proposing activities.
3. Serves as a representative of and point of contact for the Pacific Region at meetings with representatives from Tribal Nations, Regions, Bureaus, Agencies, States lessees, and other interested parties to discuss complex and controversial Tribal, archaeological, and related regulatory issues.
4. Serves as subject matter expert in any of the following: archaeology (marine or terrestrial), history, anthropology, architecture (landscape, historic), or architectural historian in support of the Pacific Region Federal Preservation Officer in coordinating activities and ensuring compliance with the National Historic Preservation Act (NHPA).
5. Supports government-to-government and Section 106 consultations with state, local, tribal and other Federal agencies on the physical and visual effects of offshore energy leasing and operations.
6. Prepares and reviews portions of the National Environmental Policy Act (NEPA) documents and make recommendations to BOEM Pacific Region leadership related to offshore and onshore cultural resources and view shed impacts.
7. Independently plans, develops, and implements procurements important to the Pacific Region and manages contractual agreements as a Contracting Officer's Representative.
8. Independently prepares environmental and decision documents for various OCS programs, rulemaking, or activities.
BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites.
Salary Information:
GS-9: $69,729 - $90,647 per annum
GS-11: $84,366 - $109,673 per annum
GS-12: $101,121 - $131,452 per annum
GS-13: $120,246 - $156,323 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications
Qualifications:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements and/or experience described below for the series you wish to be considered for:
History Series 0170
A. Degree: history; or related field that included at least 18 semester hours in history.
OR
B. Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education.
General Anthropology Series 0190
A. Degree: appropriate field of anthropology
OR
B. Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education.
OR
C. Experience: four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work.
Archeology Series 0193
A. Education
1. Degree: that included 3 semester hours each in the following course areas:
History of archeology.
Archeology of a major geographical area such as North America or Africa.
Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.
Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.
-AND-
Six semester hours of related course work in:
geography, geology, or cultural geography;
history, historiography, or historical archeology;
environmental studies;
scientific writing (nonfiction English composition); and/or
surveying;
-AND-
Archeological field school.
2. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school).
OR
B. Combination of education and experience-- College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.
OR
C. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
Landscape Architecture Series 0807
A. Degree: landscape architecture or landscape design.
OR
B. Combination of education and experience -- course work as shown in A above, plus appropriate experience. For each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

GS-9
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Providing input into the development of technical or scientific analyses related to tribal resources or historic properties;
2) Writing on technical matters in clear, non-technical language;
3) Conducting analyses or preparing documentation for historic properties, cultural, or tribal resources under the National Environmental Policy Act or National Historic Preservation Act.
Must meet 2 of 3.

B. Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

C. Combination of Education and Experience: A qualifying combination of post baccalaureate education and specialized experience that meets 100% of the qualification requirements for this position.

To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Providing input into the development of technical or scientific analyses related to tribal resources or historic properties;
2) Writing on technical matters in clear, non-technical language; AND

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience:
1) Overseeing the development of technical or scientific analyses for National Environmental Policy Act or National Historic Preservation Act related to historic properties, cultural, or tribal resources;
2) Writing and presenting on complex and technical matters in clear, non-technical language suitable to a wide variety of audiences and in different forums and formats;
3) Conducting analyses or preparing documentation for historic properties, cultural, or tribal resources under the National Environmental Policy Act or National Historic Preservation Act;
4) Designing, implementing, and overseeing research related to tribal resources or historic properties; AND
5) Facilitating or directing a multidisciplinary team related to tribal resources or historic properties.
