You will serve as a REALTY SPECIALIST in the Real Estate Business Line (REBL) of Naval Facilities Engineering Systems Command Marianas.

Duties

You will serve as a point of contact for all installations under the Joint Region Marianas umbrella with specific responsibility for the management of an assigned portion of the Navy. You will prepare or assist in the preparation of DD Form 1391's (Military Construction Project Documentation) as appropriate, real estate requirements packages, space assignment request packages, and business case analysis. You will prepare requests for Supplemental Agreements as necessary to capture changes to active leases. You will be responsible for monitoring acquisition projects being executed by NAVFAC including the acquisition of land, easements, leases, and right of ways You will attend meetings and provide advice, comments and recommendations as appropriate. Prepare and maintains acquisition, lease, and other realty files

Requirements

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical and logistical management to shore facilities related to Real Property accountability, preparing real estate requirement packages, space assignment request packages, and business case analysis, executing acquisitions, lease administrations, and the disposal of real estate.
