Communication and Liaison Management and Finance
The following are the duties of this position at the full working level.
Formulates, coordinates, monitors, evaluates and reconciles the assigned operation support budget for the Agency, as well as the budget for other programs within the organization, e.g., allocates support resources to the operating offices, develops controls for the financial accounting of these resources, and conducts cost and spending studies.
Develops and prepares agency directives, Service-wide policy statements and guidelines pertaining to budget related programs and financial management for the assigned office that has service-wide impact. Advises and assists the Director on all financial matters affecting the organization. Serves as liaison between the assigned organization Financial Office, Chief Financial Officer (CFO) and the Procurement organization.
As a technical expert on assigned program(s), researches and resolves the most complicated questions, interprets policies, and "trouble-shoots" program problems that arise. Provides authoritative technical assistance, guidance, and advisory services to lower-graded specialists.
Conducts in-depth evaluative analyses operations and procedures for assigned program(s). Initiates, develops, or recommends modifications to procedures, systems project objectives, and operations in order to correct existing deficiencies and resolve especially complex and difficult problems of program improvements.
Develops, implements and coordinates reporting and information-gathering procedures and evaluates operations within the assigned program area(s). Provides management with evaluative reports assessing the effectiveness and efficiency of operations, which are administered throughout the assigned organization.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Demonstrating accomplishment in assignments where the applicant is the authoritative program expert with substantial responsibility for performing analytical and evaluative staff work primarily involving financial management and strategic planning. Expert knowledge of written and oral communication techniques to deliver presentations and write comprehensive reports on studies and analyses involving complex or technical information including summaries, conclusions and recommendations. This work includes conducting cost and spending studies; evaluating the progress in achieving strategic objectives; preparing reports for executives; and using statistical and process improvement methodologies to develop and/or implement performance measures, analyze processes, identify improvement opportunities, and improve customer service.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
