The primary purpose of this position is to plan, manage, and accomplish technical order acquisition modification and sustainment management tasks for Program Offices. The individual filling this position works under the supervision of the 412th Test Wing Program Manager or the Project Office, Technical Order Management Agency.

Duties

Plans and manages the acquisition, modification, and sustainment of technical orders to operate and maintain weapon systems for USAF programs assigned to the Systems Program Office (SPO). Assists in review and preparation of documents for technical manual planning and support including, but not limited to, Program Management Plans, Integrated Logistics Support plans, Program Management Directives, Specification Interpretation Documents, Technical Manual Contracts Requirements, Technical Order Lifecycle Verification Plans and Military Specifications to ensure accuracy, adequacy, authentication, safety, and usability. Initiates, participates in, and/or chairs meetings and conferences with SPO, contractor personnel, and others to identify potential support problems, discuss and resolve problems, and coordinate technical manual management activities related to USAF assigned programs. Serves as the Air Force representative on joint Government and Fighter aircraft panels. As a team player, incumbent serves to initiate, discuss, and resolve problems diplomatically.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate Education: Major study -- any field of study in an accredited college or university. Graduate Education: Major study -- fields related to the position to be filled. OR Experience Specialized Experience (for positions above GS-5): examples of qualifying specialized experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in maintenance concepts, principles, and practices of specific systems/equipment that are assigned. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. Ability to plan, organize, and re-prioritize work to meet changing deadlines. Ability to develop and conduct training to ensure proper maintenance of assigned systems/equipment; and communicate well both orally and in writing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth understanding of technical publication acquisition and management policies/requirements. 2. Technical background/education and experience in flight crew operations, pilot interface, aircraft support, and training equipment maintenance. 3. Ability to conduct conferences, present plans, discuss policy and resolve problems diplomatically. 4. Skill in applying technical judgment to properly determine fighter flight manual technical publication requirements for day to day flight and maintenance operations. 5. Ability to prepare presentations and communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
