The primary purpose of this position is to implement and manage the installation level Sexual Assault Prevention and Response Program and serve as consultant to the installation or host Wing Commander (WG/CC) or delegated Vice Wing Commander (WG/CV) on institutionalizing core values for the Department of the Air Force.

Duties

****Duties may vary depending on grade level**** Monitors and enters all installation Sexual Assault and Prevention Response (SAPR) incidents in the Department of Defense Sexual Assault Incident Database (DSAID). Assists with or provides training for first responders ensuring sexual assault prevention and response policy updates and program changes are current. Serves as point of contact for ongoing prevention education and training for all base personnel, leadership, and all deploying personnel. Collaborates with law enforcement and criminal investigative units and the Office of Special Investigation to establish protocol and procedures to ensure 24-hour notification of a victim advocate in all incidents of alleged sexual assault, participation in safety planning, and in the establishment and modification of safety measures.

  • Experience in sexual assault or domestic violence prevention and response is highly desirable
  • Position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware
  • Incumbent must meet screening/suitability criteria listed in guidance
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • Position requires State Criminal History Repositories (SCHR) check
  • This is a position of public trust. Incumbent must obtain and maintain a minimum of a Secret Security Clearance. Minimum Tier 2 background investigation must be conducted every 5 years in accordance with the Office of Personnel Management
  • Must obtain, maintain, and renew certification of the Dept of Defense (DOD) Sexual Assault Advocate Certification Program (D-SAACP) as specified in policy

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, theories, and practices relating to the social services, victim advocacy and prevention of and response to sexual assault, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult but well-precedent assignments. NOTE: You must submit copies of your official transcripts.. Note: You must submit a copy of official transcripts. OR EDUCATION: Successfully completed at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a major directly related to the position of a Sexual Assault/Sexual Harassment Prevention and Response Specialist. This education was received from an accredited University, College, etc. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education as described above. Therefore, I have a combination of experience and education to meet the qualifications of the position. NOTE: You must submit a copy of your transcripts with your application. SPECIALIZED EXPERIENCE GS-12: Applicants must have at least one year of specialized experience equivalent to the GS-11 level (or equivalent in other pay systems) in federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting in the daily oversight of prevention and response programs addressing sexual assault and other acts of interpersonal violence; which may have included developing plans, programs, guidelines, and budgets to expand awareness of victim support services in a variety of areas (e.g., law enforcement and investigation, legal, counseling, medical, etc.). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual assault/sexual harassment. 2. Knowledge of laws, regulations, executive orders, issues, etc., to include the Air Force organizational structure, management policies, methods, and practices relating to sexual assault/sexual harassment victim advocacy, and related interpersonal violence. 3. Knowledge of social service delivery systems, methods, and theories relating to victim advocacy, sexual assault/sexual harassment 4. Knowledge of training and education techniques to implement and deliver sexual assault/sexual harassment training. 5. Skill in applying tact and diplomacy during interactions with internal and external officials during difficult and sensitive circumstances and to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify and provide victim support/assistance. 6. Ability to employ various methods and techniques typical of a sexual assault/sexual harassment victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
