This vacancy is in the Employee Education Service Line at the Office of the Assistant Director. the duties of this position involve: Program Course Planning and Development for both face to face and/or Talent Management System (TMS) based training, Training Course Delivery, Evaluation and Modification. the incumbent provides coordination, consultation, and technical assistance on all local administrative training matters related to employee development. Must be skilled in public speaking.

Duties

MAJOR DUTIES include but are not limited to: Provides instruction and oversight covering a wide variety of topics in Employee Development, Career Planning, Training Facilitation, Mentoring/Coaching and other similar educational programs of instruction. Collaborates closely with Service Managers to foster employee development, identify related educational needs, and maintain knowledge of the latest program modifications and enhancements. The incumbent, using knowledge of adult learning theories and methodologies, develops courses, modifies existing curriculums, independently and in collaboration with content experts as required. Delivers programs to meet educational learning needs, regulatory body (JC, OSHA, SOARS, etc.) requirements in local, VISN, and VHA mandates in strategic plans. Lessons / courses may be standardized, interactive, learner driven or encompass a variety of teaching styles in response to attendees and objectives. Assists service associated education administrators, instructors, employees, and supervisory personnel with scheduling and conducting facility trainings and assists in monitoring program performance. Utilizes evaluation tools to continuously assess learner needs, modifies training in response to evaluations and ensures educational events are properly recorded through Training Management (TMS). Teach a wide variety of topics. He/She should have through familiarity with assigned topics and use a wide range of teaching methods and tools to maximize learner' experience. The incumbent evaluates organizational objectives and aligns teaching materials and methods to meet desired objectives by translating abstract ideas into easily understood concepts and skills. independently carry out studies or analyses of assigned training programs. This may include developing course materials, reviewing the quality of educational/training media, and evaluating test and measures. Performs work involving modification (changes/updates) to course materials and plans for specific audiences. Determines the need for additional subject-matter information and makes contact with subject matter expert(s) in order to obtain it. Adapts new or revised training or testing materials for formal course use to meet identified needs of individuals and groups. Functions as a Project Manager in the development and implementation of training courses or course materials for educational programs. Annually or more frequently if needed, performs service line needs assessments and reviews organization resources to ensure that learning and development resources exist or are developed to support learning needs. To qualify for this position you must meet one of the following Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. To qualify for this position at the GS-11 level, you must meet one of the following requirements: EXPERIENCE: You must have at least one (1) full year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position Training Administrator. To be creditable, this experience must have been equivalent to at least the GS-9 grade level in the Federal Service and demonstrate practical knowledge of education and training and of the methods and techniques of instruction. Examples of qualifying specialized experience include: 1) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); 2) Supervising or administering a training program; 3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results; 4) Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. NOTE: Your experience must be documented in your resume to receive full credit. ~OR~ EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position Training Administrator.
