THIS IS NOT A REMOTE POSITION. THE DUTY LOCATION IS SEATTLE, WA. About the Position: Serves as Program Analyst in the Management Support Section with responsibility and authority for the formulation, justification, and execution of the Seattle District's participation in Civil Works programs: Operation and Maintenance General (O&M), Bonneville Power Administration (BPA), General Regulatory, Flood Control and Coastal Emergencies (FCCE), and National Emergency Preparedness Programs (NEPP).

Duties

Develops plans, procedures and instructions for formulating and justifying the Seattle District’s Operations and Maintenance General, General Regulatory, FCCE, and NEPP programs. Negotiates desired changes in programming data (i.e. modifications, deletions, and additions) with appropriate staff before submitting to Office Chief. Prepares draft and final justification documents that go to the office of Management and Budget (OMB) and Congress. Compiles current year programs and schedules of obligations and expenditures for submission to higher headquarters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain Financial Management Level 2 certification within 2 years of being appointed.
  • This position requires the incumbent to file a Confidential Financial Disclosure, OGE-450 upon entry and annually thereafter.
