Duties

WHAT IS THE NATIONAL HQ OFFICE OF THE COMMISSIONER DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: National HQ Office of the Commissioner The following are the duties of this position at the full working level. Develops, coordinates and manages IRS Emergency Management Programs (Continuity/COOP and Incident Management) and administrative support functions. Participates with the organization's management in the formulation of the overall short and long-range plans, goals, objectives, and work plans, budget requirements, and policies governing IRS Emergency Management Programs. Develops, updates, and maintains a program budget. Monitors expenditures and sources of funds to assure that funds are available when needed. Reviews requests for unplanned expenditures. Prepares and/or approves requests to higher levels for additional funding, assuring adequate justifications. Prepares and/or oversees the preparation of periodic budget status reports. Develops budgetary projections, scenarios, and recommendations for review and approval by senior management levels, which may result in major shifts in policy, procedures. Maintains the diverse aspects of the Service's emergency management program, including development of policy, procedures and guidance, plans and procedures, tests and exercises, training, and corrective action programs related to mission essential functions, and the coordination of mission critical information technology systems required to support them. Designs, develops, supports and maintains the plans, continuity facilities, equipment, training programs and sessions, and staff necessary to ensure the Services' aggressive and full compliance with National Continuity Policy and Federal Continuity Directives, Presidential Decision Directives (PDDs) and Homeland Security Presidential Directives (HSPDs), as well as its Service specific needs. Maintains appropriate equipment inventory; coordinates all secure communication equipment updates, and maintenance in accordance with communication standards. Maintains the Service's Continuity/Continuity of Operations Plans (COOP), and Incident Management Plan. Manages nationwide projects for IRS; responsible for ensuring the efficient and effective execution of all phases of assigned projects. Serves as a point of contact for assigned projects. Prepares or reviews scopes of work. Monitors schedules, deadlines, and benchmarks; assuring that work is completed on schedule. Monitors, oversees, and evaluates work performed by outside experts working under contractual agreements.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes: Experience that demonstrates accomplishment of assignments in Emergency Management Program concepts, practices, standards, policies, procedures, and the interrelationship of various emergency plans; Experience planning, developing, coordinating, and/or implementing projects: Experience interpreting and resolving conflicting, complex and/or controversial policy and program requirements; Experience with analytical and evaluative qualitative and quantitative, techniques, to develop new or modified work methods and approaches; Experience researching and preparing materials and conducting training and/or presentations on project or program objectives. Examples of qualifying experience includes advising top management on the most complex and critical emergency management policy matters; evaluate emergency management program operations and make recommendations for improvement; resolve major conflicts in emergency management policy and program objectives; represent the organization in top liaison assignments; and plan and organize studies and recommend methods for enhancing the efficiency of emergency management systems. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
