Serves as Inventory Management Specialist for the Defense Commissary Agency (DeCA) CDC facility in Guam. The primary purpose of this position is responsible for performing inventory integrity, researching and validating variances as well as providing training of automated warehouse systems to agency employees.

Duties

Manage subsistence ordering, receiving and inventory control through DIBS- DOORS, including initial planning and requirements analysis and determination through acquisition and distribution to ultimate issue, resale and disposal. Monitor item movement, tracks timing of orders and observes requisitioning activity to ensure resale subsistence is available at the right place at the right time. Perform continuing analysis to determine current and future supply requirements to meet the established needs. Determine current and future requirements, considering such factors: a stock turnover, storage cost, and requisitioning or procurement lead time, known stock-on-hand, usual or unusual issue demands, and stock excess for each commissary. Study DIB-DOORS subsistence report, assist in cross leveling of subsistence insure optimum supply of resale items are available for each commissary. Identify and report system problems and other apparent problems, with recommended corrective measures to supervisor. Prepare recurring and one-time reports relative assigned duties as required. Supervise approximately four GS-2005-05 Supply Technicians who conduct cyclic inventories and perform a variety of other warehouse functions.

Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 2010 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify. When using education to meet qualifications you must submit transcripts. Experience: One (1) year of demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices (specialized experience) equivalent to at least the GS-5 grade level. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include: - Perform inventory integrity - Verify the technical accuracy of cyclic counts - Operating computer systems to input or correct data and produce documents and reports - Research and validate variances - Provide on-the-job training of automated warehouse systems OR Education: One (1) full year of graduate level education with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position; or superior academic achievement. OR Combination of experience and education. To calculate the combination, divide your total months of experience by 12, then divide your graduate level semester hours by the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
